answer	answer is ministerial correction date of answer 20/07/2022 answer text <p>The Government has no current plan to legislate to incorporate the World Health Organisation (WHO) Environmental Noise Guidelines into UK law.</p><p>Following the 2018 publication of the WHO Environmental Noise Guidelines, the Government convened the DEFRA-led Interdepartmental Group on Costs and Benefits Noise Subject Group. answer	answer is ministerial correction date of answer 11/03/2020 answer text <p>The Bill gives the Secretary of State the power to direct an airport, air navigation service provider or another body to take forward an airspace change that is considered necessary for the delivery of the Civil Aviation Authority’s (CAA) Airspace Modernisation Strategy.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>Any Airspace Change Proposals that are taken forward as a result will be covered by the department’s existing Air Navigation Guidance which is reflected in the CAA’s airspace change process. There are no specific scrutiny arrangements or appeal mechanisms related to the assessment of aircraft noise on Areas of Outstanding Natural Beauty (AONB) or National Parks.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p>The airspace issues surrounding AONB and National Parks were considered in the department’s airspace and noise project. The outcome of this work was reflected in the Air Navigation Guidance 2017, which the department issued to the Civil Aviation Authority (CAA) in October 2017.</p><p> </p><p>The guidance requires the CAA to have regard to the statutory purposes of AONB and National Parks when considering proposals for airspace changes. When airspace changes are being considered, it is important that local circumstances, including community views on specific areas that should be avoided, are taken into account where possible. The Government limits night flights at Heathrow, Gatwick and Stansted and will be consulting later this year on the regime to apply at these airports from 2022.</p><p> </p><p>The current Air Traffic Management and Unmanned Aircraft Bill will also grant the Secretary of State new powers to ensure that airports modernise their airspace, delivering quicker, quieter and cleaner journeys. answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The Government recognises that aviation noise is a key concern for communities that aircraft fly over, including the South East.</p><p> </p><p>As part of its forthcoming Aviation Strategy, the Government has put forward a number of proposals designed to incentivise the aviation industry to successfully modernise airspace. Airspace modernisation should allow aircraft to climb more quickly than they can at present, and descend continuously, both of which will have a noticeable noise reduction benefit.</p><p> </p><p>Through the Aviation Strategy, we have also considered how sustainable growth should be defined in terms of noise. Proposals brought forward in the green paper include developing a new national indicator to track the long-term performance of the sector in reducing noise, routinely setting noise caps as part of planning approvals, and requiring all major airports to set out a plan which commits to future noise reduction, and to review this periodically.</p><p> </p><p>The Government has also taken forward proposals for additional methods of representing communities’ exposure to noise and requirements for options analysis and consultation that will ensure communities are more engaged in future decisions around airspace that affect them.</p><p> </p><p> </p><p> </p><p> </p><p> </p> answering member constituency Northampton North answering member printed Michael Ellis question first answered 16/07/2019 14:52:09 answering member 4116 label Biography information for Sir Michael Ellis
