answer text <p>In response to Covid-19, the Department for Transport established its Aviation Restart, Recovery, and Engagement Unit at the beginning of the pandemic. The objectives of the unit are to support the restart of the sector, enable its safe recovery post Covid-19, and the Unit has engaged with industry throughout this process.</p><p> </p><p>As part of the Aviation Restart, Recovery, and Engagement Unit, the Department established the Expert Steering Group to engage and consult with the sector regularly. This Group has supported work done to date including the development of the aviation sector health measures guidance and implementation of the International Travel Corridors. In addition, Ministers and officials continue to meet with Airlines, Airports, Ground Handling companies and industry bodies frequently throughout the crisis.</p><p> </p><p>The Government has now also launched the Global Travel Taskforce, which is considering:</p><ul><li>How a domestic testing regime for international arrivals could be implemented to boost safe travel to and from the UK and allow UK residents to travel with confidence;</li><li>What steps we can take to facilitate global business and tourist travel, including through bilateral agreements and multilateral forums by exploring with key international partners issues such as global common standards, testing models, “bubbles”, measures around enforcement, exemptions and other border management measures;</li><li>What steps we can take to increase consumer confidence, ensure existing measures are being properly adhered to and restart international travel safely.</li></ul><p>The Global Travel Taskforce is also engaging with the sector on these points.</p><p> </p>

answer text <p>Following our consultation earlier in the year, and feedback from subsequent stakeholder activities, we have required all e-scooters used in trials to have a horn or bell so that users can make others aware of their presence. Additionally, we have instructed all local authorities participating in trials to engage throughout the trial period with disability groups in their areas to ensure their concerns are being heard. We have also made additional commitments such as allowing vulnerable road user groups to take part in the evaluation process.</p><p>The trials have created a platform for innovation, and we are seeing very encouraging use of – for example – sound emitting devices on e-scooters in York. This is precisely the sort of initiative we want to monitor and evaluate and to help inform future policy.</p> more like this

answer text <p>The Government is committed to decarbonising the maritime sector both domestically, to meet our Net Zero target, and internationally to meet International Maritime Organisation targets.</p><p> </p><p>In 2019, Government published the Clean Maritime Plan, which noted that by 2025 we expect that ‘all vessels operating in UK waters [should be] maximising the use of energy efficiency options’, to reduce emissions in the short-term before practical zero emission technologies are made deployable. Following publication of the Clean Maritime Plan, Government provided £1.5m for clean maritime projects including maritime energy efficiency projects, through the MarRI-UK Clean Maritime Call. The Department will soon publish the Transport Decarbonisation Plan, which will set out further details of the Government’s maritime decarbonisation measures.</p><p> </p><p>Internationally, the UK was crucial to securing both the efficiency target in the IMO’s Initial Greenhouse Gas Strategy, and to the IMO’s adoption of the Energy Efficiency Design Index. The UK will continue to push for ambition on efficiency and decarbonisation measures at the IMO.</p><p> </p>

answer text <p>The Full Business Case for Phase One was approved in April this year and included a robust cost-benefit analysis using the latest cost and schedule estimates. The Government has also committed to keeping Parliament regularly updated on HS2 delivery against those cost and schedule estimates, and the first Parliamentary Report published in October provides the latest figures.</p><p> </p><p>The Department is working with colleagues across Government to understand and assess the pandemic’s impact on transport demand and on the wider economy, and how this will affect existing and future business cases for transport infrastructure investment.</p><p> </p><p>In response to the Oakervee Review conclusions, the Department for Transport has commissioned a study looking into the design and construction efficiency of the future Euston station as a whole. A further update on the outcomes of this work will be reported in the next HS2 Parliamentary Report.</p><p> </p><p>There are no current plans to permanently terminate HS2 services at Old Oak Common. HS2 Ltd’s latest advice indicates that no more than 6 trains per hour can reliably be operated from Old Oak Common as a temporary terminus, whilst Euston is being completed, under the current Old Oak Common station design.</p>

answer text <p>In April, the Government approved the Full Business Case for Phase One and set the funding envelope at £44.6 billion (2019 prices), including Euston. The overall Phase 2a estimated cost is ranged between £5-7 billion (2019 prices). Updated cost estimates will be provided for the Phase 2b links to Manchester and Leeds once the Integrated Rail Plan is concluded. The Government has committed to keeping Parliament regularly updated on the latest cost estimates of the scheme via twice yearly reporting. answer text <p>The Government is committed to improving safety, which is why the Secretary of State published an evidence stocktake and tasked Highways England with delivering an 18-point action plan. Highways England will implement the action plan in full and has already started work, including the provision of additional emergency areas on the M25 and making all emergency areas more visible by introducing a bright orange surface and better, more frequent signs.</p><p> </p><p>Highways England will deliver all the remaining actions, including the provision of stopped vehicle detection on all-lane running (ALR) motorways within 36 months and the conversion of dynamic hard shoulder to ALR by the end of March 2025.</p> more like this

answer text <p>In 2016 the Government set ambitions through the Transport Infrastructure Skills Strategy to increase apprenticeships in road and rail client bodies to help address skills shortages in the transport sector and ensure that the transport sector has the capacity and capability to deliver planned investment. The target to create 30000 apprenticeships was deliberately set at an ambitious level to encourage bold action from industry. Whilst the target was not met, significant progress has been made during this time to embed apprenticeships as the recognised way of getting skilled individuals into the transport industry. It is a mark of the growing recognition for apprenticeships that the number of apprenticeships has grown steadily since this target was set.</p><p> </p><p>The Department is committed to ensuring that the transport industry continues to support the creation of high quality apprenticeships, and in the recent Strategic Transport Apprenticeship Taskforce (STAT) annual report, we committed to updating the Transport Infrastructure Skills Strategy in early 2021 to reflect current challenges and priorities. We recognise that this is more important than ever in this challenging economic climate.</p><p> </p><p>We will continue to work with the Department for Education to ensure that its Adult Education policy and FE reform proposals reflect the needs of the transport industry, and that employers are able to continue to take on apprentices to deliver our ambitious plans to build the transport infrastructure of the future.</p><p> </p><p>We will also support transport employers to take advantage of broader training and employment offers, particularly those that support young people into employment opportunities that may lead to apprenticeships, such as DWP’s Kickstart scheme.</p><p> </p><p>We will continue to work with industry partners on schemes such as Engineering UK’s Code of Practice, to ensure that transport apprenticeships and careers are available and accessible to people from a diverse range of backgrounds.</p><p> </p><p>We are exploring what more can be done through contractual and procurement levers to encourage the supply chain to continue to invest in apprentices and other skills and training initiatives.</p>
