Emergency driving does have an element of risk, and it is equally important that appropriate governance and safeguards are in place to ensure emergency driving takes place only where justified, and with adequate levels of training.</p><p> </p><p>The Government intends to introduce the secondary legislation necessary to commence section 19 Road Safety Act 2006. This legislation, as well as setting a mandatory minimum training level before emergency responders can claim the speed exemption, creates a number of new emergency exemption purposes. It will also create a simplified process for adding further emergency purposes subject to appropriate justification, through secondary rather than primary legislation. It describes a collection of measures designed to remove rat-running traffic from streets. The key feature is generally a road closure, which prevents through motor traffic from accessing the road but permits cycling and walking. Access is maintained for residents and their visitors and for essential services.</p><p>Closures may be implemented using existing standard traffic management measures such as signed access restrictions to through motor traffic. These are enforceable in the same way and with the same penalties as when used on any other part of the road network. Transport for London is responsible for delivering the project. Once operational, Crossrail services will be known as the Elizabeth line.</p><p> </p><p>In August 2018, Crossrail Ltd announced that the programme could not be delivered on time and that itwould not be in a position to open the central section through London in December 2018 as planned.
