Transport has a key role to play in reducing emissions to meet both climate change and air quality goals. The Clean Air Strategy, published this year, is the most ambitious air quality strategy in a generation, aiming to halve the harm to human health from air pollution in the UK by 2030.</p><p><strong> </strong></p><p>Motorcycles can make a significant contribution to addressing the nation’s transport and traffic problems. They offer real benefits in terms of reduced congestion and an affordable alternative to the car, providing independence and mobility and widening employment opportunities. Motorcyclists represent one of the most vulnerable road user groups and the Department has just published a refreshed Road Safety Statement and a two-year action plan to address the following four key priority groups: motorcyclists; rural road users; young road users; and older road users.</p><p><em> </em></p><p>Electric scooters are illegal to use on public roads in the UK. 	answer	answer is ministerial correction date of answer 04/07/2019 answer text <p>The Government recognises that aviation noise is a key concern for communities that aircraft fly over, including areas such as Wokingham.</p><p> </p><p>As part of its forthcoming Aviation Strategy, the Government has put forward a number of proposals designed to incentivise the aviation industry to successfully modernise airspace. The benefits of airspace modernisation are well known. For example, it should allow aircraft to climb more quickly than they can at present, and descend continuously, both of which will have a noticeable noise reduction benefit for overflown communities.</p><p> </p><p>The Government has also taken forward proposals for additional ways of representing communities’ exposure to noise and requirements for optional analysis and consultation that will ensure communities are more engaged in the future decisions around airspace that affect them.</p><p> </p><p>London Heathrow Airport is developing its proposal for the Compton departure route, the operation of which affects communities near Wokingham. It was not selected as there were other stations nominated in the region which had either third party match funding or higher footfall. A list of all 320 nominations will be placed in the Library of the House.</p><p>Stations were not given a weighted score but were assessed against a range of criteria including annual footfall, the incidence of disability in the area, the availability of third party funding for the project, and the priorities of the rail industry itself. We also took into account local factors such as proximity to a hospital. 	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The current exemption was issued by the Civil Aviation Authority (CAA) to allow a safe and orderly transition to the requirements of the SERA with effect from 12 September 2019. The CAA is taking the necessary measures to meet the aims of the exemption. The SERA requirement gives effect to the international standard set out in Annex 2 to the Convention on International Civil Aviation and is already safely applied throughout most of the world.</p><p> </p><p>We are aware that the airspace structure in the UK may give rise to some operational complications in respect of complying with the SERA requirement. From 2010 the offshore wind’s share of annual UK generation increased over 5% to 6.2% in 2017, with costs falling faster than could have been envisaged 10 years ago. The Offshore Wind Sector deal could deliver up to 30GW by 2030 and the Government has committed to work across Government, including aviation, to ensure this is achieved in a sustainable way taking account of users of the sea, aviation and Ministry of Defence.</p><p> </p><p>Although wind turbines can impact the effectiveness of radar systems, it is essential that aviation continues to benefit from a high standard of safety, and therefore ongoing cooperation between Government and the windfarm industry will continue to play a key role in ensuring that this remains the case.</p><p> </p><p>Government policy in regard to funding mitigations of wind impacts on radar is that mitigation costs are recovered from those windfarm developers who stand to benefit commercially. Therefore, the wind sector deal is currently dealt with separately from the upcoming aviation strategy.</p><p> </p><p>An Aviation Management Board, in which the Government and relevant bodies such as National Air Traffic Service and the Civil Aviation Authority participate, has been established for the Government to work jointly with both the windfarm industry and the aviation sector to find a solution which meets the needs of both industries and ensures a safe airspace.
