The Department is to consult on requiring local authorities with Lane Rental schemes to use at least 50% of any surplus on pothole repairs or resurfacing poor quality roads and encourages all local transport authorities to get a Lane Rental Scheme if they don’t already.</p><p> </p><p>The efficient co-ordination of street and road works is one of the most important aspects of street works legislation. Section 60 of the New Roads and Street Works Act 1991 (NRSWA) sets a duty on utility companies to use their best endeavours to minimise inconvenience to residents when carrying out street works. In 2020 the Department launched the digital service <a href="https://eur02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fguidance%2Fplan-and-manage-roadworks&amp;data=05%7C01%7CMyles.Smith%40dft.gov.uk%7Cf5504a5a663b419c959908dbc9a5fffa%7C28b782fb41e148eabfc3ad7558ce7136%7C0%7C0%7C638325487018038635%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=WD7v8Eai3f%2B7a2xOJNIB3w7F1dx7u3sztx9oL9XDNvk%3D&amp;reserved=0" target="_blank">Street Manager</a> for highway authorities and utility companies within England to plan and manage street works. To further help utility companies fulfil their duty to co-operate in this process, a substantial update to the <a href="https://eur02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpublications%2Fstreet-works-co-ordination&amp;data=05%7C01%7CMyles.Smith%40dft.gov.uk%7Cf5504a5a663b419c959908dbc9a5fffa%7C28b782fb41e148eabfc3ad7558ce7136%7C0%7C0%7C638325487018038635%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=iSxcfWNBUYdrAztM9YOxvd4S3eLR9Lcnt4p9EfKLzeU%3D&amp;reserved=0" target="_blank">code of practice for coordination of street works</a> was published earlier this year.</p><p> </p><p>An update to the <a href="https://eur02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fgovernment%2Fpublications%2Fspecification-for-the-reinstatement-of-openings-in-highways&amp;data=05%7C01%7CMyles.Smith%40dft.gov.uk%7Cf5504a5a663b419c959908dbc9a5fffa%7C28b782fb41e148eabfc3ad7558ce7136%7C0%7C0%7C638325487018038635%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=5oJqVT5QqHZO4gzndmKXvdYil%2FhL0s8uwrJbvF5vz58%3D&amp;reserved=0" target="_blank">‘Specification of the reinstatement of openings in highways’</a> (SROH) was also published in 2020, outlining the standards for reinstating streets after completing street works. Utility companies must reinstate the street once the work is finished, in-line with these standards. star this property answer text <p>An application for development consent for a strategic rail freight interchange in England will first be made to The Planning Inspectorate. When the Examining Authority appointed to examine the application has completed its examination, it will send a report containing its conclusions and recommendation to the Secretary of State. Once the report is received, a decision has to be made within three months unless the Secretary of State agrees to extend the deadline. The report will be considered by officials in the Department’s Transport Infrastructure Planning Unit. They will submit advice to the Minister who has been delegated to make decisions on applications for consent for rail freight infrastructure. The Minister will then consider whether or not consent should be granted taking into account the relevant planning matters. If consent is granted, a decision letter, containing the reasons for the decision, a Habitats Regulations Assessment (if required) and a Development Consent Order will be issued.</p>

star this property answer text <p>The Government has provided nearly £2 billion in emergency and recovery funding since March 2020 to mitigate the impacts of the pandemic on bus services. On 19 August the Government announced a further £130 million, six-month extension to the Bus Recovery Grant to continue to support services until March 2023. Department for Transport Ministers made a written statement to Parliament on this issue on 5 September.</p><p> </p><p>The Department is considering what additional support may be required from April 2023.</p><p> </p><p>The Government also provides support to the sector through the Bus Service Operators Grant every year. Around £200 million is provided annually to bus operators to help them maintain an extensive network and keep fares down, and a further £42 million is provided to Local Transport Authorities every year to subsidise socially necessary bus services</p> more like this

star this property answer text <p>The quickest and easiest way to make an application to the Driver and Vehicle Licensing Agency (DVLA) is by using its extensive suite of online services. There are no delays in successful online applications and customers should receive their documents within a few days.</p><p>However, many people still choose or have to make a paper application and the DVLA receives around 60,000 items of mail every day. To help reduce waiting times for paper applications, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham.</p><p>Information on the number of enquiries made to the DVLA by parliamentary constituency or geographical location is not held. Throughout the pandemic, the DVLA’s contact centre has flexed its services for customers in line with the available resources. An additional building has been procured and more staff continue to be recruited to answer calls and enquiries. The DVLA has also increased resource on the team that deals with enquiries from honourable members on behalf of their constituents.</p><p>The DVLA has prioritised the processing of applications for vocational driving licences (including HGVs) to support the Government’s response the driver shortage. There are no delays in straightforward applications for vocational licences, which are being processed within normal turnaround times of five working days. It may take longer to process applications where medical investigations are needed.</p><p>Information about the number of complaints specifically about poor service is not held.</p><p> </p>

There are no delays in successful online applications and customers should receive their documents within a few days.</p><p>However, many people still choose or have to make a paper application and the DVLA receives around 60,000 items of mail every day. To help reduce waiting times for paper applications, the DVLA has introduced additional online services, recruited more staff, increased overtime working and has secured extra office space in Swansea and Birmingham.</p><p>Information on the number of enquiries made to the DVLA by parliamentary constituency or geographical location is not held. Throughout the pandemic, the DVLA’s contact centre has flexed its services for customers in line with the available resources. An additional building has been procured and more staff continue to be recruited to answer calls and enquiries. The DVLA has also increased resource on the team that deals with enquiries from honourable members on behalf of their constituents.</p><p>The DVLA has prioritised the processing of applications for vocational driving licences (including HGVs) to support the Government’s response the driver shortage. There are no delays in straightforward applications for vocational licences, which are being processed within normal turnaround times of five working days. star this property answer text <p>The Rural Roads Working Group was announced as part of the Road Safety Statement 2019 – ‘A Lifetime of Road Safety’. The work to establish the group was well underway but then paused due to the COVID-19 pandemic. The scope of the group is new being reassessed to ensure it addresses relevant matters in a post-COVID landscape.</p><p> </p><p>The Department’s Safer Roads Fund continues to improve road safety in rural areas. Some of the initial schemes that were funded in 2017/18 have now completed and the final allocation of £35.3m was paid to Local Authorities in March 2021.</p><p><strong> </strong></p> more like this

star this property answer text <p>The quickest and easiest way to apply for or renew a driving licence is online, and the Driver and Vehicle Licensing Agency (DVLA)’s online services are working as normal.</p><p> </p><p>Paper driving licence applications must be dealt with in person and are taking longer to process as the DVLA has a reduced number of staff on-site to comply with social distancing requirements and ensure staff safety. star this property answer text <p>HS2 Ltd’s civils contractors are updating the predicted noise effects of the scheme, originally published in the Environmental Statement that accompanied the HS2 Phase One hybrid Bill, as part of their design process. This is in order to demonstrate that noise from the operational railway, and from altered roads, has been reduced ‘as far as reasonably practicable,’ in accordance with the HS2 Environmental Minimum Requirements (EMRs). Contractors demonstrate that their mitigation proposals comply with the EMRs using the methodology and tests set out in HS2 Planning Forum Note 14: Operational Noise from the Railway and Altered Roads. HS2 Planning Forum Note 14 provides a framework for considering EMR compliance in situations where there has been a change in the forecast noise levels compared to the Environmental Statement. star this property answer text <p>HS2 Ltd’s construction contractors are predicting noise from the construction of HS2 in accordance with the methodologies set out in <em>BS 5228-1:2009+A1:2014 “Code of practice for noise and vibration control on construction and open sites. Noise”</em>. Noise and vibration assessments are shared with relevant local authorities through applications for prior consent for work on construction sites according to Section 61 of the Control of Pollution Act 1974.</p><p> </p><p>To predict noise from the operational railway, HS2 Ltd’s contractor EKFB is using the prediction model originally developed for HS1. Input assumptions have been varied to reflect relevant differences, such as the higher speeds of HS2. The hybrid Bill process intensively scrutinised how the HS1 noise model should be applied to HS2, and which input assumptions should be used. The HS2 Ltd Air Quality team support project delivery partners by making informed choices based on evidenced market offerings, with a view to ensuring that HS2 Ltd takes an industry lead on this subject.</p>

star this property answer text <p>On 28 July the Prime Minister launched ambitious plans to boost cycling and walking, with the aim that half of all journeys in towns and cities are cycled or walked by 2030. This includes a £2 billion package of funding for active travel over the next 5 years, which is the largest ever boost for cycling and walking, and will deliver transformational change. As part of this, the Department announced £175 million of active travel funding for local authorities on 13 November, including £1.3 million for Northamptonshire. Further decisions on funding for active travel schemes will be taken as part of the Spending Review. Decisions on which local schemes to support with this funding will be matters for local authorities.</p> more like this

star this property answer text <p>The A422 is managed by Northamptonshire County Council and assessments of traffic passing through the village of Farthinghoe, the effect on the wider road network, and proposals for a bypass on the A422 would be for the local council to consider.</p><p> </p><p>The A422 meets the objective criteria to be eligible for funding as part of the Major Road Network (MRN). It is for Sub-National Transport Bodies, in this case England’s Economic Heartland, to work with Members of Parliament and local authorities to submit schemes for consideration for MRN funding by the end of July. If a MRN bid is submitted for this road, discussions will take place between Departmental officials, Highways England and Northamptonshire Highways, but to date none have been held.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p> more like this
