Based on its preliminary findings to date, there is no indication of any operational or technical issues with either the aircraft or its crew. The damage observed on the forward section of the aircraft appears to indicate that the aircraft was penetrated by a large number of high-energy objects from outside the aircraft. It is likely that it is this damage that resulted in the loss of structural integrity of the aircraft, leading to an in-flight break. The Dutch Safety Board is continuing with its investigation. A number of privately owned lines and sidings are connected to the national rail network. Almost all rolling stock in operation on the national rail network is privately owned. The franchised passenger train operating companies are contracted out by the Department for Transport or devolved administrations. The Intercity East Coast franchise is currently operated by a publicly owned operating company, LNER Ltd, pending the letting of a new franchise. All these train services operate on the national rail network alongside privately owned freight and passenger train operating companies.</p><p> </p><p>The High Speed 1 infrastructure between London St Pancras and the UK Channel Tunnel portal is owned by the Department for Transport and let as a thirty year concession. 	answer	answer is ministerial correction date of answer 16/12/2014 answer text <p>The rules concerning low emission fuel to which the Noble Lord refers are part of the International Maritime Organization’s MARPOL Convention, a treaty to which the UK is a party. The UK supported the development of these standards when they were negotiated in the International Maritime Organization. The Government also supported these standards, but not any ‘gold-plating’ of them, in the subsequent negotiations on an EU Directive covering sulphur emissions from ships. The shipping industry has known that it would need to comply with these international rules ever since they were adopted by the International Maritime Organisation in October 2008.</p><p> </p><p>The Government’s aim is to implement the sulphur limits in a way that minimises the economic impact on the industry. We have not made a detailed assessment of the costs to P&amp;O Ferries which have been reported in the media. We recognise that ticket prices may have to increase to cover the cost of low sulphur fuel, but falling oil prices should offset at least some of this increase. We are looking at ways of helping industry meet the new regulatory requirements. We have already been successful in 2014 in supporting shipowners and ports who applied for EU assistance under the Trans-European Transport Network (TEN-T) programme to help purchase innovative technologies. 	answer	answer is ministerial correction date of answer 16/03/2015 answer text <p>The investigation is being conducted within the framework of Annex 13 to the Convention on International Civil Aviation by the Dutch Safety Board (OVV). The OVV is an independent organisation, which makes its own decisions on when to publish its reports. We understand that the OVV expects to publish its final report within a year of the crash.</p><p> </p><p> </p><p> </p><p>The OVV requested the assistance of the UK Air Accidents Investigation Branch (AAIB) to recover information stored within both flight recorders (Black Boxes). This work, which was completed on 25 July 2014, was carried out in the AAIB laboratories at Farnborough in the presence of the OVV, the Dutch police and a number of International participants. Subsequently, all of the recordings, and the recorders themselves, were handed back to the OVV and transported back to Holland.
