	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>Figures on public sector expenditure at a regional level are part of the Government’s Country and Regional Analysis (CRA) statistics.</p><p> </p><p>The statistics include spend on transport by all public sector organisations including the Department for Transport, Local Authorities, Public Corporations (in the case of transport, this is mainly spend by London Underground) and other Government Departments including devolved administrations.</p><p> </p><p>When comparing expenditure across regions a number of factors should be considered. For example, when expenditure is presented on a “per head of population” (or “per capita”) basis, it does not account for the pressure that large numbers of commuters and visitors from outside of a region can add to the transport networks. In addition, larger built-up areas (such as London) tend to make greater use of mass public transport systems, and these will generate fares income which contributes to their operating costs.</p><p> </p><p>Statistics for public sector capital expenditure by region of England are given in Table 1 below. Table 2 provides the equivalent statistics per capita. Large transport projects tend to require large sums of capital expenditure during construction, but deliver benefits for many years into the future. 	answer	answer is ministerial correction date of answer 26/06/2019 answer text <p>The aviation noise-related discussions during the meeting between the Aviation Minister and the Chief Executive of London City Airport on 11 June focused on the level of noise complaints and the airport’s sound insulation scheme.</p><p>Through the Aviation 2050 green paper, the Government has been consulting on proposals as to how sustainable growth should be defined in terms of aviation noise, including a requirement for all major airports to set out a plan which commits to future noise reduction. The consultation period on the green paper closed on 20 June. A Stats19 review started in autumn 2018 and is currently considering what amendments need to be made to the collection.</p><p> </p><p>In making recommendations for change, the review considers evidence on the burden this would impose on the police to collect it for every accident, the practicality and likely quality of the data collected and potential benefits in building the road safety evidence base to save lives. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Highways England recently worked with the SURVIVE group, a partnership between the National Police Chiefs' Council, the breakdown/recovery industry, Highways England and other service providers, to introduce ten ‘Overarching Rules’ for recovery operators providing roadside assistance and repair services. These have been welcomed by all SURVIVE members.</p><p> </p><p>Highways England has also worked with REACT, the national training arm for tyre fitters across England, who regularly operate on the strategic road network.</p><p> </p><p>Highways England would not expect or encourage a recovery operator to work in a live lane without the appropriate support from Highways England staff, a police officer or other appropriate traffic management. Highways England’s traffic officers are trained to protect all vulnerable road users and work to the principle that they only leave a scene once it is clear, or suitable control measures are in place.</p><p> </p><p>In 2017 Highways England worked with the roadside recovery industry and the emergency services to consider four different recovery scenarios for smart motorways. These scenarios were tested live on a full-scale mock-up of an emergency area. As a result of this collaborative exercise, SURVIVE’s best practice guidelines were updated, covering communications and procedures for recovery on a smart motorway. This took into account various factors including the impact of the construction programme in full, lane availability and also the effect of limiting traffic speed to 50mph. This assessment gave an estimated value of £80 million for motorist’s journey time lost during construction.</p><p> </p><p>The economic appraisal also forecast that the completed schemes would give a journey time gain of £802 million to motorists.</p><p> </p><p>In July 2018, Highways England announced its intention to test whether 60mph speed limits in roadworks could be used more often.
