The M4 Junction 3-12 smart motorway project to upgrade the M4 between Reading and Heathrow continues to be progressed. This month the Highways Agency is conducting a public consultation on the proposals, including exhibitions at 11 locations in the Thames Valley.</p><p> </p><p>Construction of Crossrail is now more than half completed and electrification of the Great Western Main Line is also under way. Electrification of the Thames Valley branch lines, including the Slough to Windsor line, is approved and will improve local connectivity.</p><p> </p><p>The transformation of Reading station was completed on time and under budget as part of the £850 million Reading Station Area Redevelopment programme and formally opened by Her Majesty The Queen on 17 July.</p><p> </p><p>The programme to increase passenger capacity on the Reading and Windsor to Waterloo railway by 25% is now under way and will be completed in early 2015. 60 additional carriages are being incorporated into an extended and refurbished fleet of trains to operate as a maximum 10 carriage train length.</p><p> </p><p>In July the Government announced £94.6m to support local transport projects across Berkshire as part of the Growth Deal with the Thames Valley Berkshire Local Enterprise Partnership, in addition to the £36.9m integrated transport block funding announced in March for the six Berkshire local authorities, covering the period 2015/16 to 2020/21.</p><p> </p><p> </p> answering member constituency Scarborough and Whitby answering member printed Mr Robert Goodwill question first answered 08/12/2014 16:21:09 answering member 1562 label Biography information for Sir Robert Goodwill

For example, from 2 March this year it is now an offence to drive with certain drugs in your body in excess of official limits.</p><p> </p><p>And measures in the deregulation bill will remove the driver’s right to demand a blood or urine test if they fail a breathalyser test.</p><p> </p><p>The Department issued revised guidance in January 2013 aimed mainly at local traffic authorities who are responsible for setting speed limits on local roads. It has also been designed to help explain to everyone why and how local speed limits are determined. This circular has been revised following full public consultation in summer 2012.</p><p> </p><p>Traffic authorities set local speed limits in situations where local needs and conditions suggest a speed limit which is lower than the national speed limit. Up to 10% of unused movements or noise quota may be carried over to the next season. The limits apply to the period 23.30-06.00. There are additional restrictions on movements by the noisiest aircraft in the period 23.00-07.00. None of these restrictions was breached between 2012-2014.</p><p> </p><p>In addition the Government sets departure noise limits which include lower limits at night. The first additional vehicles are now in service. From May 2014, platform 20 of the former Waterloo International station will be brought into use for scheduled services. Construction of Crossrail is now half completed and electrification of the Great Western Main Line is also under way; the Slough to Windsor &amp; Eton Central line will be electrified by 2019. The Highways Agency is welcoming preliminary comments on the M4 Smart Motorway scheme between Junction 3 (Hayes) and Junction 12 (Theale) until the end of April 2014, and will conduct a formal public consultation on the scheme in the autumn. On 7<sup>th</sup> July we announced £3 billion of funding for new local transport schemes within the Local Growth Fund. This included £96.9 million for the Thames Valley Berkshire Local Enterprise Partnership (which includes Windsor). Of this, £94.6 million will support transport schemes that have been bid for by the LEP and will make a real difference to transport accessibility in the whole of the Thames Valley. These include provisional funding from 2016/17 onwards of £4.75 million for a sustainable transport package across the Thames Valley LEP area.</p><p> </p><p>Local transport in the Windsor and Maidenhead area has, since 2010, also benefited from investment that will reduce congestion in the area. This includes just over £2 million of Local Pinch Point Funding, £16.1million investment in improving the state of the roads and on small scale transport schemes and around £2 million from the Local Sustainable Transport Fund to ease congestion by promoting travel behaviour change through a package of sustainable travel measures aimed at residents, schools and businesses.</p><p> </p><p>In addition to investment in the local network the Government continues to progress the M4 smart motorway. A further formal public consultation on the scheme will be held in the autumn and subject to development consent and the final business case, construction could start in late Summer 2016. As well as this the Highways Agency is taking forward a £2.5 million scheme to improve the links between the M4 and A329(M), to provide increased capacity at the junction and improve traffic flows. The scheme will be delivered by the end of March 2015.</p><p>The Government is also investing around £500 million in Western Rail Access to Heathrow subject to a satisfactory business case and agreement of acceptable terms with the Heathrow aviation industry. The project report demonstrates conclusively the links between certain watch keeping patterns and the performance of seafarers (looking particularly at “sleepiness”).</p><p> </p><p>The Government is committed to reducing the effects of fatigue on maritime safety and the health of seafarers. The output from HORIZON has been used to provide practical guidance to seafarers. Facilities varied but most offered toilets and food. The survey also found that parking areas were on average full to 61% of capacity, while 41% of heavy goods vehicles were parked elsewhere.</p><p> </p><p>It is Government policy that the provision of parking areas is a matter for local authorities and the private sector, who are best placed to judge local traffic conditions and needs. The target is national and we do not require fuel suppliers to break down their reported volumes of renewable transport fuel supplied by local authority area.</p><p> </p><p>The volume of biofuel supplied under the RTFO has increased from 2.7 per cent of fuel supplied in its first year (2008/09) to 3.46 per cent in 2013/14. Over this period average greenhouse savings of biofuels supplied relative to petrol and diesel increased from 46 per cent to 69 per cent (without taking account of emissions from indirect land use change).</p><p> </p><p>In addition, Manchester has benefited from nearly £20 million of funding through the green bus fund to support operators in purchasing 278 hybrid and electric Low Carbon Emission Buses, those supported by the scheme are capable of delivering the equivalent of a 30% reduction in greenhouse gas emissions compared to the average Euro 3 diesel bus with the same total passenger capacity.</p><p> </p><p>With £0.917 million support from the Office for Low Emission Vehicles, Transport for Greater Manchester has installed a total of 266 publicly accessible charge-points for electric vehicles (in car parks, supermarkets, etc) between the last quarter of 2012 to the middle of 2014.</p><p> </p><p>It is also worth noting that Transport for Greater Manchester has received over £37 million in funding as part of the Local Sustainable Transport Fund from 2011-15. To be awarded funding, Manchester needed to demonstrate how their proposed sustainable transport programme would grow the local economy whilst also reducing carbon emissions.
