star this property answer text <p> </p><p>The only franchise operated by Directly Operated Railways (DOR) since 6 May 2010 is InterCity East Coast. The costs for mobilising DOR to take over the running of that franchise in November 2009, as reported by the National Audit Office (NAO), were £5.6 million. star this property answer text <p>Directly Operated Railways (DOR) has incurred mobilisation costs in respect of two rail franchises since 6 May 2010. These are as follows:</p><p> </p><p>2012/13 – InterCity West Coast - £1,020,000</p><p>2013/14 – Greater Western - £787,000</p><p> </p><p>Prior to 2010 DOR also incurred mobilisation costs of £5.6 million with respect to the failure of the InterCity East Coast franchise in 2009.</p><p> </p><p> </p> more like this

star this property answer text <p>Directly Operated Railways’ (DOR) staff numbers were 12 (8.3 FTE) in 2013/14 and are forecast to be 6 (3.5 FTE) at the end of 2014/15.</p><p /><p>DOR’s gross costs were £3.65 million in 2013/14 and are forecast to be £2.06 million in 2014/15. These costs are met by a combination of management charges to their subsidiary company (East Coast) and charges to the Department for Transport in respect of work undertaken on the rail franchising programme.</p><p /><p>No forecasts are available beyond 31 March 2015 at present as the future activities of the company will be reviewed following the sale of the East Coast business later this financial year.</p> more like this

star this property answer text <p>The Department is currently considering the long term options for securing provision to discharge the Secretary of State’s duties under Section 30 of the Railways Act 1993.</p><p> </p><p> </p><p> </p><p>In the meantime the existing management team at Directly Operated Railways are fully engaged in supporting the Department on the Franchising Direct Awards Programme. The focus of their work is to ensure that the company is ready to step in as the Secretary of State’s operator of last resort should any of the remaining Direct Awards fail to reach a successful commercial conclusion.</p><p> </p><p> </p><p> </p><p>The company is also on standby to mobilise an operator of last resort company in the event that an existing rail franchise is terminated and is not immediately replaced.</p><p> </p> more like this
