This includes requirements for users to have insurance, driving licences, number plates, and helmets. At present, it is difficult for electric scooters to meet these requirements and as such they are illegal to use on a public road. Therefore, the Department has made no assessment of their prevalence. The Future of Mobility regulatory review will address the challenges of ensuring our transport infrastructure and regulation are fit for the future. The EU has agreed a regulation on basic road connectivity which guarantees rights for UK hauliers to continue providing services between the UK and the EU should the UK leave without a deal. As it stands, the Regulation would come into effect if the UK left the EU without a deal and would last until 31 December 2019.</p><p>Going forward, we will be working with Member States to agree on bilateral arrangements. The department collects data on personal injury road accidents reported to the police, including contributory factors which the police select when they attend the scene. The UK has one of the most intensively utilised rail networks in Europe, with many commuter services and over 4,000 extra services per week having been added over the past couple of years. The UK rail system has some of the highest passenger satisfaction levels in Europe, and the recent Transport Focus National Rail Passenger Survey Spring 2019 reported that the biggest single factor impacting on passenger satisfaction was punctuality, at a 36% contribution, whilst ‘journey length’ only made a 7% contribution. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The Government recognises that aviation noise is a key concern for communities that aircraft fly over, including the South East.</p><p> </p><p>As part of its forthcoming Aviation Strategy, the Government has put forward a number of proposals designed to incentivise the aviation industry to successfully modernise airspace. Airspace modernisation should allow aircraft to climb more quickly than they can at present, and descend continuously, both of which will have a noticeable noise reduction benefit.</p><p> </p><p>Through the Aviation Strategy, we have also considered how sustainable growth should be defined in terms of noise. As it stands, the Regulation would come into effect were the UK to leave the EU without a deal, and would last until 31 December 2019 meaning that most haulage trips to EU or EEA countries will not be affected.</p><p>A small proportion of operators may require ECMT permits for transit to non-EU/EEA countries during November and December 2019. . However, the Government does not intend to rely on ECMT permits after we leave the EU as we would be working with Member States to agree bilateral arrangements.
