The exercise sought to gauge market appetite for the taking of risk in relation to the design, construction, financing and funding of a new southern rail scheme to Heathrow Airport. The briefing document published as part of the market sounding did make clear that for schemes to be considered true market led proposals, full risk would have to be borne by the private sector. The department recently produced guides, aimed specifically at commercial drivers, to help reduce the severity and impact of a diesel spill. Highways England is also looking at ways to improve how our own staff and service providers respond and deal with spillages. In April 2019, the department commenced a research project to understand the causes of fire in commercial vehicles.</p><p> </p><p>The department does not have evidence of what role litter plays in these incidents.
