The expenditure on advertising will reflect those functions.</p><p> </p><p>Network Rail and Transport for London have direct operational responsibility for transport networks and need to inform and advise users of those networks. The Department for Transport has national strategic, regulatory, operational and enforcement responsibilities. Other authorities can also apply for franchising powers with approval from the Secretary of State, subject to the necessary regulations having been made under the new section 123A(4) of Part 2 of the Transport Act 2000. No such regulations have yet been made.</p><p>The Government wants to see better local bus services for passengers across the country and will assist any local authority seeking to use the powers available to them under the Bus Services Act 2017 to secure improvements. We would also encourage authorities to work closely with local bus operators and passenger representatives to determine how to use the Act’s new powers to serve their local communities better.</p> more like this

star this property answer text <p>Reducing the maximum speed of trains from 360km/h to 320km/h would result in trains taking longer to complete their overall journey. This means that, unless we buy more train sets, we will not able to run as many train services on HS2 and therefore capacity will be reduced.</p><p> </p><p>In my previous answer [HL5562], reduced capacity was also in the context of running tilting trains at 300km/h on the HS2 network. Mixing tilting trains running at 300km/h on HS2 with non-tilting trains running at 360km/h would also reduce capacity because it would reduce the number of train paths available per hour. Furthermore, the response to our market sounding of rolling stock manufacturers has indicated that <del class="ministerial">titling</del> <ins class="ministerial">tilting</ins> trains offer reduced seating capacity per train set compared with non-tilt.</p> more like this

star this property answer text <p>The proposed HS2 rolling stock tender specification does not preclude a bidder offering a tilting train solution. However, no tilting trains currently operate faster than 250km/h. HS2 Ltd assumes that tilting rolling stock could achieve a maximum operating speed on the high speed network of 300km/h rather than 360km/h for non-tilting rolling stock. This lower maximum operating speed would increase journey times on the dedicated HS2 network and could reduce network capacity. HS2 Ltd has assumed a number of minor line speed improvements on the northern West Coast Main Line for non-tilting rolling stock.</p><p> </p><p>HS2 will not serve Edinburgh until Phase 2B opens. star this property answer text <p>Local authorities cover the administrative cost for dealing with requests for vehicle keeper and driver licensing information held by the Driver and Vehicle Licensing Agency (DVLA).</p><p> </p><p>In the financial year 2015-16, the DVLA received <del class="ministerial">£157,329</del> <ins class="ministerial">£166,704</ins> directly from local authorities. This includes <del class="ministerial">£4,316</del> <ins class="ministerial">£14,352</ins> for vehicle related requests, <del class="ministerial">£102,261</del> <ins class="ministerial">£101,600</ins> for driver related requests and £50,752 for the initial set up costs to enable local authorities to make driver licensing checks electronically.</p> more like this

star this property answer text <p><del class="ministerial">CH2M Hill</del> <ins class="ministerial">CH2M (formerly known as CH2M Hill)</ins> has played a crucial role on all aspects of the development of the HS2 project. The company has provided project and programme management, engineering and environmental expertise and resource and was the driving force behind the preparation and passage of the Phase 1 hybrid bill. This phase of their work came to an end in December 2016.
