The Department for Transport is aware of a number of initiatives, both here in England and overseas, in which recycled plastic and other waste product materials are added as a binding mix to asphalt.</p><p> </p><p>As part of the Live Labs research programme, in conjunction with the Association of Directors of Environment, Economy, Planning and Transport (ADEPT) and private partners, the Department for Transport announced in January 2019 funding of £1.6 million to Cumbria County Council to extend a trial for the selection and testing of recycled plastic in surfacing and structural treatments on the local road network. This trial will assess the suitability and durability of the plastics additives from minor patching work and pothole repairs through to major resurfacing.</p><p> </p><p>Technological innovation in road maintenance processes can also improve efficiency and reduce waste by recycling existing road material. The initial scheme will be launched with a minimum scope and service level and, in common with best practice and the Government Digital Service framework, the CAA plans to make minor service improvements and major functionality improvements. However, SUAs also have the potential to pose a safety and security threat so it is important that those operating them understand the law and their responsibilities as a remote pilot of an aircraft in UK airspace.</p><p> </p><p>The changes to the Air Navigation Order laid before Parliament in May 2018 require that all operators of SUAs of all types weighing 250g – 20kg must register their aircraft by 30 November 2019.</p><p> </p><p>The Civil Aviation Authority (CAA) is working with the British Model Flying Association to see whether, as a service to their members, they may want to assist in the initial upload of data. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p><strong> </strong></p><p>The Government’s response to the 2018 consultation on ‘<em>Taking Flight: The Future of Drones in the UK’ </em>sets out that it is likely that the majority of users of small unmanned aircraft (SUAs) who break the law, do so unintentionally. Therefore, the introduction of a registration and education scheme will raise awareness of how to safely fly an unmanned aircraft. SUAs will be required to display their registration number on their aircraft, which will help law enforcement agencies identify the operator of the aircraft where an offence has been committed whether intentionally or otherwise.</p><p> </p><p>The Government recognises that a requirement to register will not prevent criminals intent on breaking the law from causing damage and disruption.
