star this property answer text <p>Highways England and the relevant local authority work together to identify local roads that are official diversionary routes. As part of this, a risk assessment is undertaken to determine a route’s suitability. That assessment includes taking account of suitability and physical characteristics.</p><p>Diversion route planning is conducted in close liaison with the local highway authority traffic manager, and includes liaison with other key local stakeholders as deemed necessary by the authority.</p><p>The Government is providing over £6.6 billion funding for local highways maintenance between 2015 and 2021. It is for local highway authorities to decide how this funding is utilised, including on improvement of key diversionary roads, based on local needs and priorities.</p><p> </p><p> </p> more like this

star this property answer text <p>The speed cameras used to enforce variable speed limits on smart motorways are not average speed cameras but measure speed at a specific location. It is a decision for the local Police force, which has operational independence in these matters, whether or not to use the cameras to enforce the national speed limit when variable speed limits are not in operation.</p> more like this

The Department will carry out a public consultation later this autumn, which will set out the changes needed to the guidance on the issue and use of permits.</p><p> </p><p>Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation. It would be inappropriate to speculate as to any legislative action which the government may take when the exit negotiations are concluded, for the purpose of implementing the European Union (Withdrawal) Bill.</p> more like this

star this property answer text <p>The provisions of Regulation 1071/2009 have been directly applicable in the UK since 2011.</p><p> </p><p>Following a recent DVSA decision letter to a community transport operator about their non-compliance with legal operating requirements, my Department issued a 31 July letter to permit-issuing bodies to clarify principles that they should have regard to.</p><p> </p><p>The Department for Transport intends to conduct a public consultation in the autumn, which will set out the changes needed to guidance and legislation, on the issue and use of section 19 and section 22 permits. The consultation will be accompanied by an Impact Assessment.</p><p> </p> more like this
