	answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>The Commission has not yet had discussions with Liberty on its recommendation that electors in Great Britain should be required in future to present an acceptable form of photographic identification (ID) prior to being issued with a ballot paper at polling stations, as has been the requirement in Northern Ireland since 2003. 	answer	answer is ministerial correction date of answer 30/10/2014 answer text <p>The Commission informs me that the general duty on Electoral Registration Officers (EROs) to take all necessary steps to maintain the electoral register, including making house-to-house enquiries, was introduced in 2006. Specific provisions requiring EROs to follow up any non-responses to household enquiry forms and invitations to register with personal visits came into effect at the beginning of the transition to Individual Electoral Registration, which commenced on 10 June 2014 in England and Wales and from 19 September 2014 in Scotland.</p><p> </p><p>EROs are now in the process of carrying out personal canvassing to follow up non-responses to household enquiry forms and invitations to register. 	answer	answer is ministerial correction date of answer 05/11/2014 answer text <p>Where an ERO does not carry out their duties in full, the Commission’s priority is to take action to ensure that the ERO makes improvements to their performance in the discharge of their functions. In doing this, the Commission will consider all available options to determine a proportionate response based on the facts of each particular case.</p><p>Failure to comply with a legal duty can constitute an offence. It is open to anyone who believes that such an offence may have been committed to refer the matter to the police for investigation. 	answer	answer is ministerial correction date of answer 04/11/2014 answer text <p>The Electoral Commission provides non-statutory guidance to Electoral Registration Officers (EROs) which covers what they and others can and should do when assisting those who need help to register. The guidance recommends that EROs should provide telephone and/or in-person registration to assist applicants with disabilities and to meet their equalities obligations, and should use personal canvassers to provide assistance with completing registration applications to those who need it. Individuals can also now register to vote online.</p><p> </p><p>The Commission has also been encouraging EROs to identify partners, including disability organisations, to work with locally to help reach electors, and has been working itself to engage with partners at a national level. 	answer	answer is ministerial correction date of answer 07/01/2019 answer text <p>The Electoral Commission has powers to impose a variable monetary penalty where it is satisfied beyond reasonable doubt that a person has committed a prescribed offence or contravention under the Political Parties, Elections and Referendums Act 2000. The Commission takes decisions on sanctions in line with its Enforcement Policy. This document was the result of a public consultation and is available on its website; I have arranged for copies to be placed in the Library.</p><p>The Commission has called for an increase to the maximum penalty it can impose on political parties and others for offences or contraventions under the political finance rules. Parliament made it an offence to deliver, without reasonable excuse, donation reports that are inaccurate or miss the statutory deadline. Parliament also gave the Commission investigation and sanction powers for these, and other, offences. This would ensure that sanctions are proportionate and provide a genuine deterrent to campaigners who may be tempted to break the UK’s political finance laws.</p><p>It continues to recommend that its investigative and sanctioning powers should be extended to include offences relating to candidate spending and donations at major elections.
