We consider applications for additional funding for staffing or non-staffing costs on a case-by-case basis and take into account the following criteria:</p><ul><li>whether there are exceptional circumstances warranting additional support;</li><li>whether the MP could reasonably have been expected to take any action to avoid the circumstances which gave rise to the expenditure or liability; and</li><li>whether the MP's performance of his or her parliamentary functions would be significantly impaired by a refusal of the claim.</li></ul><p> </p>

If an MP chooses to base some or all of his or her staff in the constituency, the costs associated with office rental may be charged to the MP’s Office Costs Expenditure budget (administered and paid for by IPSA). Costs associated with provision of an office on the Parliamentary estate are borne by the House of Commons centrally.</p><p> </p> more like this

I have asked IPSA to reply.</p><p><em>Letter from Marcial Boo, October 2014:</em></p><p>As Chief Executive of the Independent Parliamentary Standards Authority, I have been asked to reply to your Parliamentary Question asking about IPSA's consultation on the staffing expenditure budget.</p><p>IPSA last consulted the public and MPs on the composition of the staffing expenditure budget in November 2011. We asked on what basis we should calculate the staffing expenditure budget and whether we should take into account factors such as the relative deprivation of the constituency. The relevant consultation question received 45 responses, four of which mentioned interns. All of our public consultations and the responses are available on our website <a href="http://www.parliamentarystandards.org.uk/" target="_blank">www.parliamentarystandards.org.uk</a></p><p>Following the consultation, for 2012-13 we increased MPs’ staffing expenditure budgets by 19% for non-London Area MPs and 25 per cent for London Area MPs.</p><p>We have reviewed the level of the staffing expenditure budget as part of subsequent annual reviews and further increased the budget by 1 per cent this year. For 2014-15 the budget is £138,600 for non-London Area MPs and £145,500 for London Area MPs.</p><p> </p>

Performance against KPIs is measured and reported monthly to IPSA’s Senior Management Team (SMT) and the Board and published on IPSA's website. Operational performance targets for the financial year are contained within IPSA's Annual Report and Accounts, which are also published on IPSA's website.</p><p>Further information on IPSA’s performance can be found in the Corporate Plan, available on IPSA’s website.</p><p>Staff capacity, performance and welfare, as well as comprehensive financial management information, are measured and reported monthly to IPSA’s SMT and the Board as part of our KPIs. star this property answer text <p>IPSA provides financial support to enable MPs to perform their parliamentary and constituency work. We aim to do this as efficiently as possible and to minimise the burden on MPs, consistent with our duty to assure the public that all MPs’ business costs are legitimate, supported by evidence and subsequently published.</p><p>IPSA took a number of steps in 2014-15 to achieve this objective. This included expanding the use of the payment card, permitting MPs to use the card for any eligible cost under the <em>MPs’ Scheme of Business Costs and Expenses</em> (‘the Scheme’) and providing additional telephone support by opening our phone lines from 10am till 5pm, including over the weekend during the General Election, to ensure that MPs could get help and assistance as and when they needed it.</p><p>IPSA have also provided more training for MPs and their staff on our system and have participated in roadshows and seminars across the country to meet MPs’ staff and explain how our rules and systems operate. IPSA have also held drop-in sessions at Portcullis House for MPs and their staff.</p><p>All these measures have help to reduce the time that MPs and their staff spend making claims. IPSA are now undertaking a more wide-ranging review of both IT and business services to see where further efficiencies can be made, and to continue to improve the support that it provides to MPs and their staff.</p>

star this property answer text <p>IPSA’s role is to regulate MPs’ business costs and expenses and to provide assurance that public funds are properly and effectively scrutinised. As a normal part of our operations, IPSA may, on occasion, limit the use of MPs’ payment cards for a short period. This may not necessarily entail a suspension of the card.</p><p>By analysing MPs’ spending against their annual budgets, IPSA uses this routine action as one of various preventative financial controls to limit each MP’s exposure to financial liability and to assist in ensuring their compliance with the MPs’ Scheme of Business Costs and Expenses. Their card use may also be limited in the event of a delay to the monthly reconciliation process.</p><p>In addition, IPSA sometimes makes amendments to an MP’s payment card account, including by limiting the card’s use, at the request of the cardholder, such as when a card is lost or the MP leaves Parliament</p> more like this

star this property answer text <p>I have received confirmation from the Independent Parliamentary Standards Authority that in 2014-15, an error with the mail merge used to create P11Ds resulted in incorrect forms being sent to Members.</p><p>I understand from IPSA that they have taken steps to improve the quality checking process, and that staff will receive additional training in the production of P11Ds. In the longer term, IPSA is planning improvements to its information management systems which should reduce the likelihood of data discrepancies, like the one that led to this incident, occurring.</p> more like this

star this property answer text <p>I have received confirmation from the Independent Parliamentary Standards Authority that in 2014-15, an error with the mail merge used to create P11Ds resulted in incorrect forms being sent to Members.</p><p>I understand from IPSA that they have taken steps to improve the quality checking process, and that staff will receive additional training in the production of P11Ds. In the longer term, IPSA is planning improvements to its information management systems which should reduce the likelihood of data discrepancies, like the one that led to this incident, occurring.</p> more like this

star this property answer text <p>The Speaker’s Committee for the Independent Parliamentary Standards Authority (SCIPSA) is not responsible for creating HR policies for MPs’ staff. Its remit is to consider candidates proposed by the Speaker for the posts of Chair and members of the Authority, following fair and open competition, and to approve IPSA's annual estimate of resources.</p><p>MPs are the legal employers of their staff. It is for them to use their discretion to provide their staff with caring leave. The Independent Parliamentary Standards Authority provides template contracts for MPs to use with their staff. These allow for up to five days at full pay for time off work to deal with unforeseen circumstances and emergencies involving a dependant.</p> more like this
