answer text <p>As set out in the Written Ministerial Statement on 29 October, the £12 billion contingencies fund advance will meet the Scottish Government’s cash requirement in advance of parliamentary approval at Supplementary Estimates 2021-22, at which point this advance will be repaid. The Scottish Government is operating within its budgets, so this does not represent additional expenditure, but ensures they have the cash they need on top of what was included at Main Estimates.</p><p> </p><p> </p><p> </p> more like this

answer text <p>I regularly discuss issues of importance to Scotland with Cabinet colleagues, including the Secretary of State for Business, Energy and Industrial Strategy and HM Treasury. There is significant potential for Scotland to benefit from the development of tidal stream energy and I recently wrote, in my capacity as a champion of the Scottish renewables sector, urging my Cabinet colleagues in both BEIS and HM Treasury to look closely at a separate allocation to support tidal stream development in the Contracts for Difference Allocation Round 4.</p> more like this

answer text <p>The International Relations reservation set out in the Scotland Act 1998 is clear that the United Kingdom Government is responsible for international relations. The Foreign Commonwealth and Development Office (FCDO) promotes the international interests of the United Kingdom and all its constituent parts. The UK Government recognises that the devolved administrations will have an interest in international policy making in relation to devolved matters and also in obligations touching on devolved matters that the UK may agree as a result of concluding international agreements (including UN Conventions). Such work is conducted by the Scottish Government, including from a number of overseas offices, which are usually co-located with British overseas missions.</p><p>The UK Government has been very clear that our immediate responsibility must be the economic recovery from the consequences of the pandemic, supporting people back into work and building back better.</p><p>In accordance with the Statement of Funding Policy and the Scottish Fiscal Framework, the Scottish Government is not required to set out its spending decisions to the UK Parliament. The Scottish Parliament, its MSPs, the committees and independent bodies, such as Audit Scotland, scrutinise the Scottish Government’s spending decisions.</p><p>In addition, the Scottish Government published this year’s National Statistics on public spending in Scotland - <em>Government Expenditure and Revenue Scotland </em>- on 18 August 2021, including estimates of public sector expenditure by organisation and type of spend.</p><p> </p><p> </p>

answer text <p>The UK Government is working closely with the Scottish Government as well as the two police forces and police authorities through a Joint Programme Board, to ensure that effective arrangements are in place for cross-border railway policing once responsibilities have been transferred, so that we continue to have a railway policing service which protects the safety of passengers.</p><p> </p><p>The direct costs of the transfer are being borne by the British Transport Police Authority which is wholly funded by the railway operators. The current estimated cost of the transfer to the Authority, which includes the costs of the British Transport Police, is £1.17m. Post-merger it is expected that the aggregate costs for railway operators of charges for policing from the British Transport Police and Police Scotland will be similar to current costs. Future policing charges in Scotland will be a matter for the Scottish Police Authority.</p> more like this

answer text <p>I have regular discussions with the Prime Minister and Cabinet colleagues on matters of importance to Scotland and the UK.</p><p>This agreement will enable us to work together in the interest of the whole United Kingdom, give us the certainty we require as we embark on our departure from the European Union, and help us build a stronger and fairer society at home.</p><p>Scotland and Wales will continue to receive direct investment from the UK Government to support growth. Since 2014, the UK Government has committed over £1bn of investment in Scotland and Wales through City Deals, and the government is committed to further City Deals in both nations. As you are aware, funding for City Deals is provided in addition to the block grant and does not attract Barnett consequentials for other parts of the UK.</p> more like this
