<p>I fully recognise the frustration felt by victims and survivors at the lack of
progress in taking forward Sir Anthony Hart’s recommendations, and deeply regret that
due to the lack of a devolved administration, there has been no movement on redress.
I continue to believe that the best outcome for victims and survivors of child abuse
is a fully functioning Executive where strategic decisions can be made in responding
to Sir Anthony's report recognising that it was the Executive which commissioned this
report<strong><em>. </em></strong></p><p>I have regular meetings with the Head of
the Northern Ireland Civil Service where we discuss a range of issues. He is aware
the HIAI remains a devolved issue. The HIAI is one of the many reasons I remain determined
to continue working with all Northern Ireland parties to get an Executive back up
and running as soon as possible so that a response can be provided to Sir Anthony’s
report at the earliest opportunity.</p>
