star this property answer text <p>In 2014, the NI parties agreed further work would be undertaken to seek an acceptable way forward on the proposal for a pension for severely injured victims in Northern Ireland.</p><p> </p><p>The Executive Formation Act required the Secretary of State for Northern Ireland to lay regulations for a Victims Payment Scheme, which he did on Friday 31 January. The Northern Ireland Civil Service is continuing to work to explore the full costs of the scheme.</p><p> </p> more like this

The Withdrawal Agreement means Northern Ireland and Great Britain remain part of one UK customs territory while Northern Ireland will continue to benefit from tariff free access to the UK Single Market.</p><p> </p><p>The UK will ensure unfettered market access for goods moving from Northern Ireland to Great Britain and the Prime Minister has been clear that, beyond the limited changes introduced by the Protocol, there will be no changes to trade from Great Britain to Northern Ireland. The Government will be considering the best way to implement the Protocol in the best interests of the people of Northern Ireland and will be discussing this with the EU in the Joint Committee and Specialised Committee created under the Withdrawal Agreement.</p><p> </p><p> </p> more like this

star this property answer text <p>I have written to - and had meetings with - the First and deputy First Minister on this issue and will continue to engage with the Executive as a matter of urgency to try and unblock progress.</p><p> </p><p>My officials have been offering support to assist the Executive Office in making progress on implementation.</p><p> </p><p>Victims have waited too long already and we will continue to prioritise supporting the Executive’s delivery of this scheme. The current framework provides a fair, balanced and proportionate basis for helping those who suffered most throughout the Troubles. It is therefore imperative that Sinn Féin enable the scheme to move forward by agreeing with all the other parties and designating a department.</p> more like this

star this property answer text <p>I am extremely grateful to the British Pregnancy Advisory Service for stepping in at a crucial moment to provide women and girls with a temporary interim service. However, I am disappointed it had to get to that stage.</p><p> </p><p>I will continue to monitor the new services provided by BPAS and I am determined that women and girls receive at least the same level of service as under the previous provider while this interim service is in place. I recognise that this is not a permanent solution, and that more needs to be done. It is for this reason that in July, I issued a Direction to the Department of Health and First and deputy First Minister to commission and make abortion services available by no later than 31 March 2022.</p><p> </p><p>The Government recognises the importance of consulting with experts, counselling and other support services to support women and girls in accessing services and making individual decisions on these matters. I would like to put on record my thanks to Informing Choices NI for providing a central access point from April 2020 to September 2021, until they were forced to withdraw some services as a direct result of inaction from the Department of Health.</p><p> </p><p>The Northern Ireland Office will continue to work closely with the Department of Health in taking forward implementation of this important devolved issue.</p><p> </p>

star this property answer text <p>The delay in the implementation of abortion services is entirely unacceptable. Parliament has decided that women should have access to these services and this decision must be respected</p><p><br> I recently requested a timetable for the Health Minister’s bringing of proposals before the Executive Committee to commission abortion services. The direction I issued in July states that abortion services must be commissioned and delivered by March 2022, and this request is part of continued monitoring to ensure that services are delivered in line with that direction.</p><p><br> I am keen to work with the Health Minister to ensure that the rights of women and girls are protected in Northern Ireland. However, if it becomes clear at any stage before the March 2022 deadline that the Department of Health, or indeed the Executive, are not making sufficient progress, or are intent on blocking this issue, then I will have no alternative but to take further steps to ensure that women and girls have access to abortion services as decided by Parliament, and to which they have a right.</p><p> </p>

star this property answer text <p>I would like to take this opportunity to thank the medical professionals who have ensured that women and girls have had some local access to abortion services in Northern Ireland to date. These medical professionals have, however, not been properly supported by the commissioning of services in Northern Ireland.</p><p> </p><p>The lack of workforce planning and training for abortion services in Northern Ireland reflects the ongoing failure to commission these services since the UK Government set out a framework that they should be delivered under in 2020. This delay is unacceptable and in July, I directed the Department of Health to commission abortion services in Northern Ireland by March 2022.</p><p> </p><p>If it becomes clear at any stage before the March 2022 deadline that the Department of Health or Executive are not making sufficient progress, or are intent on blocking this issue, then I will have no alternative but to take further steps to ensure that women and girls have access to abortion services as decided by Parliament, and to which they have a right.</p><p> </p>

The Government supports any work undertaken in Northern Ireland to empower women and tackle issues which disproportionately affect women. Women and girls in Northern Ireland must have the same access to healthcare as those in the rest of the UK, and I am considering all options available to the Government to achieve this.</p> more like this

I have made a Written Statement in Parliament to set out the details of those regulations.</p><p>These regulations mean that the Northern Ireland Department of Health will have no further barriers to commission and fund these services, and if it does not do so as directed, the Government will then move to intervene further.</p> more like this
