star this property answer text <p>The Secretary of State for Northern Ireland has made it very clear that she is determined to see redress for victims of historical institutional abuse as soon as possible. That is why she asked the NI parties to assist her in critical decisions that needed to be taken with regard to the redress scheme and other matters.</p><p> </p><p>The parties addressed those outstanding issues, and the Executive Office is currently working with the Office of <ins class="ministerial">the</ins> Legislative <del class="ministerial">Council </del> <ins class="ministerial">Counsel</ins> to redraft the legislation in light of the parties’ recommendations.</p><p> </p><p>When the legislation has been revised, the Secretary of State for Northern Ireland will consider the best way forward and the next steps as a matter of urgency.</p> more like this

Member in the time available before Prorogation.</del></p><p><ins class="ministerial">Policing is a devolved matter in Northern Ireland and operational capability is a matter for the Chief Constable. The PSNI’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The UK Government has provided the PSNI with the additional security funding it has asked for and needs to ensure that they have the resource (including officers) to tackle the SEVERE threat from Northern Ireland related terrorism (NIRT). This additional security funding boosts PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing isn’t compromised.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">PSNI received £230m additional security funding in the last parliament and £160m in this one. In addition, the UK Government has provided PSNI with over £16.5m to help prepare for EU exit. This funding from the UK Government will continue to support PSNI to address the wider security pressures and contingencies arising from the NIRT threat and EU exit preparations and will enable PSNI to recruit 206 additional officers this financial year.</ins></p>

Member in the time available before Prorogation.</del></p><p><ins class="ministerial">There are a range of sensitive policy issues to carefully work through in order to deliver regulations to provide access to abortion services in Northern Ireland by 31 March 2020 in Northern Ireland. This duty will come into effect if the Northern Ireland Executive is not restored by 21 October 2019. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Government officials including from the NIO have met some representatives of the medical profession and other stakeholders and will continue to do so in the weeks ahead.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">There will also be a period of consultation throughout this process for individuals in Northern Ireland as well as relevant organisations to provide input and views. I will continue to keep the House updated on these plans at the appropriate opportunities through the Executive Formation Act reporting requirements.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Government's preference remains seeing the Stormont institutions back up and running so they can take forward any issues of reform on these types of sensitive devolved issues, as a matter of priority.</ins></p>

Therefore, the funding allocated to this specific service is a matter for the Northern Ireland Executive to allocate from within the substantial resources provided by the UK Government. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In 2021/22, the UK Government is providing £14.2bn to the Northern Ireland Executive to enable it to deliver public services for the benefit of all people and communities in Northern Ireland. In addition to this, the UK Government is continuing to drive forward investment through a comprehensive and ambitious set of City and Growth Deals across Northern Ireland, and the creation of the UK Community Renewal Fund, the Levelling Up Fund and the Community Ownership Fund to create opportunities for further investment in people, communities and infrastructure. </ins></p><p><br /> <br /></p>

star this property answer text <p>The Ireland/Northern Ireland Protocol (‘the Protocol’) is a unique solution to complex challenges. To work, it must be given effect in a pragmatic, practical and proportionate way. That is how we ensure it can meet its core purposes: to uphold the Belfast/Good Friday Agreement in all its dimensions, safeguard Northern Ireland’s integral place in the United Kingdom, and prevent a hard border on the island of Ireland.</p><p> </p><p>This has been the basis on which the UK Government has continued to give effect to its obligations under the Protocol, conscious of the need to minimise its impact on everyday lives in Northern Ireland - as the Protocol itself sets out.</p><p> </p><p>There have been difficulties in the operation of the Protocol, and we are working through the structures of the Withdrawal Agreement to seek to resolve these. <ins class="ministerial">The UK and EU were able to use the Ireland/Northern Ireland Specialised Committee on 26 March to take stock of outstanding issues. That is why she asked the Northern Ireland political parties to consider the outstanding policy questions identified in the public consultation process and is pleased they have come to an agreement on the best way forward.</p><p> </p><p>The Executive Office is now working with the Office of Legislative Council to redraft the legislation in light of the parties’ recommendations. Their recommendations deviate significantly from Sir Anthony Hart's recommendations. In addition, the UK Government has provided PSNI with £16.5m to help prepare for EU exit. This funding will help the PSNI manage pressures and contingencies arising from EU exit preparations which fall in the 2019/20 financial year. That is why she asked the Northern Ireland political parties to consider the outstanding key issues identified by David Sterling, Head of the Northern Ireland Civil Service, and is pleased the parties have reached a consensus on these.</p><p> </p><p>The Executive Office is now working with the Office of Legislative Council to redraft the legislation in light of the parties’ recommendations, which deviate significantly from Sir Anthony Hart's recommendations. The regulation of activities in Lough Foyle is the responsibility of the Loughs Agency, a cross-border body established under the Belfast Agreement of 1998.</p><p> </p><p>We remain fully committed to these arrangements and continue to work closely with the Irish Government over improvements to the management of the Loughs. British and Irish officials last met in October 2017 when a number of issues were discussed including the Loughs, and the management of aquaculture in them, and they have been in regular contact since.</p> more like this

star this property answer text <p>The Northern Ireland Office takes its responsibilities under Fair Employment legislation very seriously and seeks to ensure a good and harmonious working environment for all staff; the requirements of which are set out in the 1989 Fair Employment Code of Practice.</p><p> </p><p>In line with the Equality Commission of Northern Ireland’s Guide, Promoting a Good and Harmonious Working Environment, the Northern Ireland Office is sensitive to the display of “posters, pictures, portraits or other displays that are more closely associated with one or other of the communities” and will consider any concerns raised by employees. I can confirm that the department takes steps to ensure no such images are displayed in Stormont House</p><p> </p><p>Information on employees’ personal data is sensitive, in order to comply with DPA requirements, and so I am unable to comment further. In line with the rest of the Civil Service, our staff need to be able to raise concerns in a confidential manner and without fear of repercussions.</p><p> </p><p>In relation to the Northern Ireland Assembly, I would refer the noble Lord to the Clerk/ Chief Executive of the Northern Ireland Assembly.</p>

star this property answer text <p>The Secretary of State for Northern Ireland has made it very clear that she is determined to see redress for victims of historical institutional abuse as soon as possible. The UK Government has made clear that legislation will be introduced at Westminster by the end of the year, should a restored NI Executive not be in place.</p><p> </p><p>Currently, officials in the Northern Ireland Executive Office are working with the Northern Ireland Office of the Legislative Counsel to redraft the legislation for a redress scheme in line with the NI parties’ recommendations.</p><p> </p><p>When the legislation has been revised and received, the Secretary of State will consider the best way forward and the next steps as a matter of urgency.</p><p> </p><p><strong> </strong></p> more like this

star this property answer text <p>As the Loughs Agency is a cross-border body, core funding is provided by both the Department of Agriculture, Environment and Rural Affairs in Northern Ireland and the Department of Communications, Climate Control and Environment in the Republic of Ireland.</p><p> </p><p>The Loughs Agency has also previously secured EU funding for a number of cross-border infrastructure projects. star this property answer text <p>It is important that we deliver excellent education for our children and young people across the United Kingdom.</p><p> </p><p>The Secretary of State for Northern Ireland understands the pressures and decisions facing education centres across Northern Ireland. The Government has committed to publishing a report on or before 4 September 2019 on higher education provision in Northern Ireland.</p><p> </p><p>As education is devolved these matters are of course for an incoming NI Executive to consider. That is why securing a successful outcome to the talks process, so that a functioning NI Executive can be restored, is the Secretary of State’s absolute priority.</p><p> </p><p>In the meantime, I will pass on the Noble Lord’s concerns to the Department of Education.</p> more like this
