star this property answer text <p>We have discussed the procurement of steel with the Department for Business, Energy and Industrial Strategy, which has asked all Government departments to consider guidance on steel procurement and to notify of any upcoming opportunities for industry.</p><p> </p><p>More broadly, the Government is committed to supporting the steel sector to realise the broader commercial opportunities that are open to it, which could be worth an additional £3.8 billion a year by 2030. We are establishing the Industrial Energy Transformation Fund – backed by up to £315m of investment – to help businesses with high energy use (including steel companies) to cut their bills and transition UK industry to a low carbon future. We are also providing up to £66m through the Industrial Strategy Challenge Fund to help steel and other foundation industries develop radical new technologies.</p> more like this

star this property answer text <p>The Secretary of State for Northern Ireland has made it very clear that she is determined to see redress for victims of historical institutional abuse as soon as possible. The UK Government has made clear that legislation will be introduced at Westminster by the end of the year, should a restored NI Executive not be in place.</p><p> </p><p>Currently, officials in the Northern Ireland Executive Office are working with the Northern Ireland Office of the Legislative Counsel to redraft the legislation for a redress scheme in line with the NI parties’ recommendations.</p><p> </p><p>When the legislation has been revised and received, the Secretary of State will consider the best way forward and the next steps as a matter of urgency.</p><p> </p><p><strong> </strong></p> more like this

star this property answer text <p>Policing is a devolved matter in Northern Ireland and operational capability is a matter for the Chief Constable. The PSNI’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.</p><p> </p><p>The UK Government has provided the PSNI with the additional security funding it has asked for and needs to ensure that they have the resource (including officers) to tackle the SEVERE threat from Northern Ireland related terrorism. This additional security funding boosts PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing isn’t compromised.</p><p> </p><p>PSNI received £230m additional security funding in the last parliament and £160m in this one. In addition, the UK Government has provided PSNI with £16.5m to help prepare for EU exit. This funding will help the PSNI manage pressures and contingencies arising from EU exit preparations which fall in the 2019/20 financial year. It will enable PSNI to recruit 206 additional officers this financial year.</p><p> </p>

I am doing everything I can to support the political parties in coming to an agreement, including continuing having detailed discussions with everyone involved.</p><p> </p><p>The report I laid before the House on Wednesday 4 September contains a fuller update on the progress towards restoring the Executive.</p><p> </p><p>The people of Northern Ireland deserve strong political leadership from locally elected politicians. In a no-deal scenario there is an expectation of disruption to closely interwoven supply chains and increasing costs that would affect the viability of many businesses across Northern Ireland.</p><p> </p><p>I have been working closely with colleagues across Government and engaging with the Northern Ireland Civil Service in our exit preparations.</p><p> </p><p>The Government will continue to uphold the Belfast (Good Friday) Agreement in all circumstances; it will continue to maintain existing Common Travel Area arrangements for British and Irish citizens between Ireland and the United Kingdom; and it is committed to doing everything in its power to preserve an open border in Northern Ireland, under no circumstances will it put in place infrastructure, checks, or controls at the border between Northern Ireland and Ireland.</p> more like this

star this property answer text <p>Children who are victims or potential victims of trafficking and those who are separated often face great anxiety and uncertainty about their futures, as well as needing to navigate a number of unfamiliar processes to reach durable solutions about their future.</p><p> </p><p>I am aware of the regional service launched by the Northern Ireland Health and Social Care Board in early 2018 to support children in Northern Ireland who are victims of human trafficking and children who are separated from their families and their home countries. The Human Trafficking and Exploitation Act (NI) 2015, which was introduced to provide protection from traffickers and tackle modern slavery and exploitation, included a duty for the Health and Social Care Board to establish such a service and the service is delivered by Barnardo’s NI.</p><p> </p><p>The regional Independent Guardian Service is intended to strengthen the safeguarding arrangements to such children and specifically to assist, represent and support such children by listening to their views and making representation to, and liaising closely with all other agencies that fulfil key functions in the arrangements for their immediate and future care and protection.</p><p> </p><p>This issue is wholly devolved in Northern Ireland, and so it would not be appropriate to carry out an assessment or comparisons of the merits of the system.</p><p> </p><p> </p>

The PSNI’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The UK Government has provided the PSNI with the additional security funding it has asked for and needs to ensure that they have the resource (including officers) to tackle the SEVERE threat from Northern Ireland related terrorism (NIRT). This additional security funding boosts PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing isn’t compromised.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">PSNI received £230m additional security funding in the last parliament and £160m in this one. In addition, the UK Government has provided PSNI with over £16.5m to help prepare for EU exit. This funding from the UK Government will continue to support PSNI to address the wider security pressures and contingencies arising from the NIRT threat and EU exit preparations and will enable PSNI to recruit 206 additional officers this financial year.</ins></p>

Member in the time available before Prorogation.</del></p><p><ins class="ministerial">There are a range of sensitive policy issues to carefully work through in order to deliver regulations to provide access to abortion services in Northern Ireland by 31 March 2020 in Northern Ireland. This duty will come into effect if the Northern Ireland Executive is not restored by 21 October 2019. </ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">Government officials including from the NIO have met some representatives of the medical profession and other stakeholders and will continue to do so in the weeks ahead.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">There will also be a period of consultation throughout this process for individuals in Northern Ireland as well as relevant organisations to provide input and views. I will continue to keep the House updated on these plans at the appropriate opportunities through the Executive Formation Act reporting requirements.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Government's preference remains seeing the Stormont institutions back up and running so they can take forward any issues of reform on these types of sensitive devolved issues, as a matter of priority.</ins></p>

star this property answer text <p>Alongside the Confidence and Supply Agreement, the UK Government committed to providing £1 billion of additional funding to the Northern Ireland Departments, which is released to the Northern Ireland Grant through the usual estimates process.</p><p> </p><p>The Government has so far allocated £763 million to the Northern Ireland Block Grant, including £333m for the current financial year, through Parliament’s approval in the normal estimates process.</p><p> </p><p>This funding is to the benefit of all communities across the whole of Northern Ireland and is not broken down into individual constituencies.</p><p> </p> more like this
