This legislation will place information recovery and reconciliation at the heart of a revised legacy system that puts victims first. The Secretary of State for Northern Ireland has begun the process of engaging key partners on a way forward which will focus on reconciliation, delivering for victims and ensuring that all Service Personnel who served in Northern Ireland are treated as fairly as those who served overseas.</p><p> </p><p>Where appropriate, we will draw on the lessons from the Iraq Historic Allegations Team. In Northern Ireland, during the Troubles, the Armed Forces acted in support of the civil powers, within the UK. Only those applications passing scrutiny are accepted.</p><p> </p><p>Voters are required to state the nature of their relationship to the individual they are nominating as their proxy and all forms contain the warning that making a false statement is a criminal offense. 	answer	answer is ministerial correction date of answer 04/02/2020 answer text <p>The power in Section 8C of the EU (Withdrawal) Act 2018 also provides for regulations to be made to facilitate the access to the market within Great Britain of qualifying Northern Ireland goods.</p><p> </p><p>Overall this regulation making power is restricted in its scope insofar as it can only be used to implement the Protocol and, where appropriate, to implement the Government’s policy on unfettered access.</p><p> </p><p>Any use of the power which seeks to amend primary legislation, including the devolution statutes, or retained direct principal EU legislation would be subject to the affirmative procedure to provide appropriate scrutiny of the proposed legislation. In the absence of an Executive, the UK Government brought forward legislation in January fulfilling its commitment to support the progression of this scheme. The Executive committed to take forward a scheme and, under the provisions of the Regulations, is legally obligated to now do so.</p><p> </p><p>The Executive needs to designate a department that can own the policy and implement the scheme so that applications can be processed and payments made to victims.</p><p> </p><p>Sinn Féin has been clear that it wants to reopen the criteria by which eligibility for the scheme will be determined but this scheme provides a fair, balanced and proportionate basis for helping those who suffered through no fault of their own. 	answer	answer is ministerial correction date of answer 25/07/2017 answer text <p>In the absence of a functioning Executive, it is for NI civil servants to allocate cash under s59 of the Northern Ireland Act 1998. This situation has led to understandable concern and uncertainty among businesses and those relying on public services alike. Since April the Secretary of State for Northern Ireland has therefore worked closely with the Head of the Northern Ireland Civil Service (NICS), in conjunction with the NICS Board, to keep under review how to provide ongoing assurance around the Budget in the absence of an Executive.</p><p> </p><p>As a result the Secretary of State has made two Written Statements on NI finances, on 24 April and 19 July. These have set out indicative Budget positions and departmental allocations. These seek to enable Permanent Secretaries to plan and prepare to take more detailed decisions on cash allocations. These allocations do not reflect input or decisions from the UK Government nor do they constrain the future ability of an incoming Executive to adjust its priorities.</p><p> </p><p>These statements did not replace the ultimate need for a formal Budget for Northern Ireland. The exercise of s59 powers cannot be sustained indefinitely. The Government will carefully consider any recommendations it receives concerning proxy voting from both the independent Electoral Commission as well as from the Chief Electoral Officer.
