	answer	answer is ministerial correction date of answer 25/07/2017 answer text <p>In the absence of a functioning Executive, it is for NI civil servants to allocate cash under s59 of the Northern Ireland Act 1998. This situation has led to understandable concern and uncertainty among businesses and those relying on public services alike. Since April the Secretary of State for Northern Ireland has therefore worked closely with the Head of the Northern Ireland Civil Service (NICS), in conjunction with the NICS Board, to keep under review how to provide ongoing assurance around the Budget in the absence of an Executive.</p><p> </p><p>As a result the Secretary of State has made two Written Statements on NI finances, on 24 April and 19 July. These have set out indicative Budget positions and departmental allocations. These seek to enable Permanent Secretaries to plan and prepare to take more detailed decisions on cash allocations. These allocations do not reflect input or decisions from the UK Government nor do they constrain the future ability of an incoming Executive to adjust its priorities.</p><p> </p><p>These statements did not replace the ultimate need for a formal Budget for Northern Ireland. The exercise of s59 powers cannot be sustained indefinitely. Accordingly, the Secretary of State’s statement on 19 July reaffirmed that the UK Government remains prepared to take forward legislation at Westminster to give authority for the expenditure of Northern Ireland departments should an Executive not be restored in the autumn.</p><p> </p><p>It should be for a new Executive to make swift decisions on its Budget to make use of the spending power available to it, and it remains our overriding priority to see a new Executive in place as soon as possible.</p><p> </p><p> </p> answering member printed Lord Bourne of Aberystwyth question first answered 25/07/2017 11:12:09 answering member 4282 label Biography information for Lord Bourne of Aberystwyth

	answer	answer is ministerial correction date of answer 21/07/2017 answer text <p>Individuals are entitled to vote as a proxy for an unlimited number of close relatives but may not vote as proxy at the same election in any constituency on behalf of more than two electors to whom they are not a closely related.</p><p> </p><p>The administration of proxy voting is an operational matter for the Chief Electoral Officer for Northern Ireland who will, following the Parliamentary election in June, conduct a routine post-election review of all administrative procedures. The Government will carefully consider any recommendations it receives concerning proxy voting from both the independent Electoral Commission as well as from the Chief Electoral Officer. The Electoral Commission’s research with voters and campaigners found high levels of confidence that the Northern Ireland Assembly election held on 2 March 2017 was well-run.</p><p>The progress on the consultation on the future delivery of electoral services in Northern Ireland was unavoidably delayed owing to the need for the Electoral Office to focus on delivering the elections that have been held since the consultation closed in January, as well as the purdah periods which have also accompanied those elections. 	answer	answer is ministerial correction date of answer 25/07/2018 answer text <p>The Government does not hold figures on prosecutorial decisions as this is a matter for the prosecuting authorities (in this case the Public Prosecution Service for Northern Ireland) who act independently of Government.</p><p> </p><p>We are aware, however, that since 2011 the following decisions have been taken in relation to offences connected to the security situation in Northern Ireland that took place prior to the signing of the Belfast Agreement on 10 April 1998.</p><p> </p><ul><li>There have been seven prosecutions of republican paramilitaries. Of the five concluded cases there have been two convictions, one acquittal and two cases in which proceedings were discontinued (one following the death of the defendant);</li></ul><p> </p><ul><li>There have been four prosecutions related to alleged loyalist paramilitary activity. Convictions have been secured in two cases and two cases are currently active;</li></ul><p> </p><ul><li>There have been three prosecutions of soldiers with one ‘no prosecution’ decision currently under review.
