The K marking denotes an EU citizen who has confirmed that they intend to vote in Northern Ireland, rather than their home state, at a specific European Parliamentary election. The K designation only lasts for one year and consequently there are currently no individuals with a K marking on the Northern Ireland register.</p><p> </p><p>UK, Irish and Commonwealth citizens are eligible to register to vote in UK General Parliamentary Elections. This situation has led to understandable concern and uncertainty among businesses and those relying on public services alike. Since April the Secretary of State for Northern Ireland has therefore worked closely with the Head of the Northern Ireland Civil Service (NICS), in conjunction with the NICS Board, to keep under review how to provide ongoing assurance around the Budget in the absence of an Executive.</p><p> </p><p>As a result the Secretary of State has made two Written Statements on NI finances, on 24 April and 19 July. These have set out indicative Budget positions and departmental allocations. These seek to enable Permanent Secretaries to plan and prepare to take more detailed decisions on cash allocations. These allocations do not reflect input or decisions from the UK Government nor do they constrain the future ability of an incoming Executive to adjust its priorities.</p><p> </p><p>These statements did not replace the ultimate need for a formal Budget for Northern Ireland. The exercise of s59 powers cannot be sustained indefinitely. It was used to shorten (that is not waive or remove) sentences in relation to individuals who, for technical reasons, were not eligible for the early release scheme established under the Northern Ireland (Sentences) Act 1998.</p><p> </p><p>The RPM was used once in 1998 and once in 1999 in non-terrorism related cases in Northern Ireland. In one case, an individual was granted the RPM following assistance that person gave to the authorities (reduction in sentence for such assistance is now provided for on a statutory basis under the Serious Organised Crime and Police Act 2005). In the other, the RPM was used to commute a portion of a sentence for a soldier who spent time under close military arrest for an offence prior to conviction. In 2020, there were 371 abortions in England and Wales for women from Northern Ireland.</p><p> </p><p>I would note that over 1,100 women and girls have been able to access local abortion services since April last year - and this should not be overlooked at a time where the services have not been formally commissioned. It is, however, very distressing to hear that even throughout the Covid-19 pandemic, some women and girls have still been forced to travel, at a time where it is even more crucial for local access to healthcare to be available. We put on record our thanks to the medical professionals who have ensured that women and girls have had some access to abortion services in Northern Ireland to date, and the organisations that have supported this work.</p><p> </p><p>However, progress must be made towards properly commissioning services so that safe, local abortion services are fully available as a healthcare service in Northern Ireland. The current situation is not acceptable. The remaining £237m will be allocated in due course.</p><p> </p><p>Allocations to departments are agreed as part of the Budget process with any funding filtered to local councils through a variety of funding streams, as appropriate. It did so both to fulfil its legal obligation and because it is committed to doing what it can to progress a scheme that has been delayed by political disagreements for too long.</p><p>The Regulations provide for the Executive Office to be able to provide funding to the Department responsible for supporting the Victims’ Payments Board. A total of £430 million from the financial annex to the Confidence and Supply Agreement has been allocated to the Northern Ireland block grant.
