Further details are set out in the White Paper.

We are confident that this proposal will work for the UK and the EU and look forward to productive discussions. unstar this property answer text
The Department of Health and Social Care has now published the 2020 statistics on abortion in England and Wales. In 2020, there were 371 abortions in England and Wales for women from Northern Ireland.

I would note that over 1,100 women and girls have been able to access local abortion services since April last year - and this should not be overlooked at a time where the services have not been formally commissioned. It is, however, very distressing to hear that even throughout the Covid-19 pandemic, some women and girls have still been forced to travel, at a time where it is even more crucial for local access to healthcare to be available. We put on record our thanks to the medical professionals who have ensured that women and girls have had some access to abortion services in Northern Ireland to date, and the organisations that have supported this work.

However, progress must be made towards properly commissioning services so that safe, local abortion services are fully available as a healthcare service in Northern Ireland. The current situation is not acceptable. If there continues to be no progress, the Secretary of State for Northern Ireland will issue a direction using his powers under the Abortion (Northern Ireland) Regulations 2021, to ensure that services are commissioned and delivered according to the 2018 Report of the Convention for the Elimination of Discrimination Against Women.

unstar this property answer text
The Government ran a public consultation in October and November last year on our proposals for legislating for a Victims Payments Scheme. The consultation provided an opportunity for anyone to comment on the shape of the proposed scheme.

In line with the Northern Ireland Office Equality Scheme, we notified our list of consultees - including a wide range of public bodies, political parties, religious and representative organisations - about the consultation. The consultation team also made itself available to meet a range of interested groups and parties to discuss the proposals and the issues arising from them.

We received 367 responses from a variety of parties, individuals, representatives and groups, including the Green Party NI. We carefully considered all written and oral feedback received in making final decisions about the shape of the scheme.

The Northern Ireland Office also engaged with the main parties on the detail of draft guidance that will support the scheme’s independent board in making decisions to award payments.

unstar this property answer text
Northern Ireland’s place in the UK customs territory is assured and unfettered access for Northern Ireland goods to the rest of the UK market has been protected. We have also protected tariff-free trade within the UK and Northern Ireland’s place in the UK VAT area.

The Government has put over £200m into the Trader Support Service, supporting businesses engaged in new processes under the Protocol. Further, the Movement Assistance Scheme provides assistance for traders moving agricultural products, meaning traders will not need to pay certification costs, and the UK Trader Scheme ensures there are no new tariffs for businesses and consumers on internal UK trade. This means that trade between Great Britain and Northern Ireland is as streamlined as possible.

The UK Board of Trade champions exports, inward investment and outward direct investment to deliver economic growth and prosperity across the whole of the United Kingdom. The UK Government committed to hosting the Board of Trade in Northern Ireland annually in the New Decade, New Approach agreement and it will be held in Northern Ireland later this year.

We have also underlined our ongoing support for peace and prosperity in Northern Ireland and we will provide £400m for a New Deal for Northern Ireland - supporting businesses and communities to prosper and thrive from the end of the transition period and beyond.
