Further details are set out in the White Paper.

We are confident that this proposal will work for the UK and the EU and look forward to productive discussions. unstar this property answer text
The Department of Health and Social Care has now published the 2020 statistics on abortion in England and Wales. In 2020, there were 371 abortions in England and Wales for women from Northern Ireland.

I would note that over 1,100 women and girls have been able to access local abortion services since April last year - and this should not be overlooked at a time where the services have not been formally commissioned. It is, however, very distressing to hear that even throughout the Covid-19 pandemic, some women and girls have still been forced to travel, at a time where it is even more crucial for local access to healthcare to be available. We put on record our thanks to the medical professionals who have ensured that women and girls have had some access to abortion services in Northern Ireland to date, and the organisations that have supported this work.

However, progress must be made towards properly commissioning services so that safe, local abortion services are fully available as a healthcare service in Northern Ireland. The current situation is not acceptable. If there continues to be no progress, the Secretary of State for Northern Ireland will issue a direction using his powers under the Abortion (Northern Ireland) Regulations 2021, to ensure that services are commissioned and delivered according to the 2018 Report of the Convention for the Elimination of Discrimination Against Women.

unstar this property answer text
The Government ran a public consultation in October and November last year on our proposals for legislating for a Victims Payments Scheme. The consultation provided an opportunity for anyone to comment on the shape of the proposed scheme.

In line with the Northern Ireland Office Equality Scheme, we notified our list of consultees - including a wide range of public bodies, political parties, religious and representative organisations - about the consultation. The consultation team also made itself available to meet a range of interested groups and parties to discuss the proposals and the issues arising from them.

We received 367 responses from a variety of parties, individuals, representatives and groups, including the Green Party NI. We carefully considered all written and oral feedback received in making final decisions about the shape of the scheme.

The Northern Ireland Office also engaged with the main parties on the detail of draft guidance that will support the scheme’s independent board in making decisions to award payments.

unstar this property answer text
Policing is a devolved matter in Northern Ireland and the Police Service of Northern Ireland’s main budget is allocated by the Department of Justice from the Northern Ireland block grant.

The recent Budget that the Secretary of State set for Northern Ireland provides the Northern Ireland Department of Justice with a 3.1% uplift on its 2021-2022 budget with a total allocation of £1.18 billion.

Since 2010, the UK Government has also provided the PSNI with the additional security funding it needs to ensure that it has the resources to tackle the threat from Northern Ireland-related terrorism. This additional security funding ensures PSNI’s ability to tackle the terrorist threat while ensuring day-to-day policing is not compromised. The contribution for the financial year 2022/23 is £32 million. This is the same that has been provided each year since 2015/16. This continued level of Additional Security Funding for the PSNI from the UKG has been confirmed through to 2024/25.

In addition to the direct support to the PSNI through Additional Security Funding, the Government has also committed circa £8 million per year (through the spending review 2021 and New Decade New Approach funding) to the Tackling Paramilitarism Programme to match NI Executive funding until the end of the second phase of the Programme in March 2024. The Programme supports the Paramilitary Crime Task Force, which includes PSNI, the National Crime Agency and His Majesty’s Revenue and Customs.

unstar this property answer text
The Northern Ireland Protocol makes clear that Northern Ireland remains part of the UK internal market and the Government legislated under the 2020 UK Internal Market access to provide for unfettered access to the UK internal market for Northern Ireland goods.

It is clear, however, that the Protocol is causing real problems in Northern Ireland. It is our clear preference to resolve these through talks and the Government is engaging in constructive dialogue with the EU to find solutions to these problems. If this is not possible, however, we have introduced the Northern Ireland Protocol Bill which aims to fix the practical problems created by the Protocol.

more like this
