unstar this property answer text <p>Ministerial responsibility for the National Crime Agency sits with the Home Office. In Northern Ireland, the Northern Ireland Policing Board has a statutory duty to monitor the exercise of the functions of the NCA in Northern Ireland and has a Memorandum of Understanding with the NCA to support this. The Secretary of State for Northern Ireland receives regular reports from the Director General of the NCA which outlines their performance and activity in Northern Ireland. I am pleased the NCA collaborates closely with law enforcement partners in Northern Ireland to tackle serious and organised crime.</p> more like this

I urge anyone who has been affected or has an interest to contribute to this consultation and put forward their views.</p><p> </p><p>The UK Government’s priority in Northern Ireland continues to be the restoration of the NI Executive. unstar this property answer text <p>Northern Ireland Office officials have been in regular contact with both the Home Office and the Northern Ireland Department of Justice (DoJ) about this. These orders, and several other elements of the Criminal Finances Act 2017, relate to devolved matters. The Security Minister gave a commitment to Parliament not to commence any CFA provisions affecting devolved matters until legislative consent is secured. This is one of the many issues that demonstrate that devolved government is in the best interests of everyone in Northern Ireland.</p> more like this

unstar this property answer text <p>Devolved Territory City Deals are locally developed proposals to address specific regional economic challenges that result in long term funding commitments jointly from UK Government, Devolved Government and local partners such as the Councils and Universities. The intention is that the initiatives taken forward will lever in significant private sector investment and deliver step changes in local economic productivity and growth.</p><p>This Government has committed to a comprehensive and ambitious set of city deals across Northern Ireland and at Autumn Budget, the Chancellor announced a £350 million for a Belfast City Region Deal to boost investment and productivity, generating jobs, growth and prosperity, alongside the opening formal negotiations for a Derry/Londonderry and Strabane City Region Deal.</p><p>The Belfast Region have estimated that their growth proposals could deliver almost 20,000 jobs, with an annual GVA impact of £470million and create a Belfast Region that is not just self-sufficient but a driver for a rejuvenated NI economy. Proposals for the Derry/ Londonderry and Strabane City region deal are currently under development by local partners and will also include an assessment on their potential effect on the economy of Northern Ireland.</p><p> </p>

unstar this property answer text <p>The basis on which the Secretary of State for Northern Ireland shall set a date for the election is set out in the Northern Ireland Act 1998. As the Secretary of State has said, we do not believe that holding an election during this time of significant change and political uncertainty would be helpful or would increase the prospects of restoring the Executive.</p><p> </p><p>That is why the NI (Executive Formation and Exercise of Functions) Act provides for a limited period during which there is no legal requirement to call a further election and during which an Executive may be formed at any time. This will provide the time and space needed to work with the parties towards a further phase of talks to restore the Executive.</p> more like this

unstar this property answer text <p>As was set out in paragraphs 49 and 50 in the <a href="https://www.gov.uk/government/publications/joint-report-on-progress-during-phase-1-of-negotiations-under-article-50-teu-on-the-uks-orderly-withdrawal-from-the-eu" target="_blank">Joint report on progress during phase 1 of negotiations under Article 50 TEU on the UK’s orderly withdrawal from the EU</a>:</p><p> </p><p>&quot;The United Kingdom remains committed to protecting North-South cooperation and to its guarantee of avoiding a hard border. Any future arrangements must be compatible with these overarching requirements. The United Kingdom's intention is to achieve these objectives through the overall EU-UK relationship. Should this not be possible, the United Kingdom will propose specific solutions to address the unique circumstances of the island of Ireland. In the absence of agreed solutions, the United Kingdom will maintain full alignment with those rules of the Internal Market and the Customs Union which, now or in the future, support North-South cooperation, the all island economy and the protection of the 1998 Agreement. 50.</p><p> </p><p>In the absence of agreed solutions, as set out in the previous paragraph, the United Kingdom will ensure that no new regulatory barriers develop between Northern Ireland and the rest of the United Kingdom, unless, consistent with the 1998 Agreement, the Northern Ireland Executive and Assembly agree that distinct arrangements are appropriate for Northern Ireland. In all circumstances, the United Kingdom will continue to ensure the same unfettered access for Northern Ireland's businesses to the whole of the United Kingdom internal market.”</p><p> </p><p>The UK Government’s assessment is that there will be minimal change to businesses as we are committed to unfettered access for Northern Ireland to its most important market, Great Britain.</p><p><br></p><p> </p>

unstar this property answer text <p>EU exit affects a number of work areas across the Department and will therefore encompass a proportion of workload for many staff, the amount of which will vary over time. The Department has restructured its approach to the way it handles EU exit work, moving from an initial central EU exit co-ordinating team of 7 to the current position where EU exit work is distributed widely across the whole department. Many of the same staff spend a proportion of their time preparing for leaving the EU (a) with and (b) without a deal. Those proportions vary continuously over time. As such it is difficult to quantify the number of staff working on preparing for the UK to leave the EU under any one possible scenario.</p> more like this

The Offensive Weapons Bill aims to tackle knife crime, through measures including the introduction of Knife Crime Prevention Orders, which will give the police additional powers of intervention in dealing with young people who are most at risk of being involved in knife crime. The Rt hon Member will be aware that in Northern Ireland, knife crime is a devolved matter, and is the responsibility of the Department of Justice. This reported that 64% of adults aged 16+ were either overweight (37%) or obese (27%). The full findings of the report are available on the Department of Health’s website.</p><p> </p><p>The Department’s current obesity prevention framework ‘<em>A Fitter Future for All 2012-2022’</em> recognises the need to improve food and nutrition and encourage physical activity among the population to reduce the prevalence of obesity. This framework is also available on the Department’s website.</p><p> </p><p>Northern Ireland does not use Clinical Commissioning Groups, and a tier three and tier four management service is not currently commissioned in NI. The NI Department of Health has established a task and finish group to explore options for the development of a regional prototype bariatric service.</p><p> </p> more like this

It is Northern Ireland’s largest social landlord and provides 86,000 social homes. This is 1 in 9 of all homes in Northern Ireland.</p><p> </p><p>I am aware that officials in the Department for Communities have carried out work to assess the financial requirements of the Northern Ireland Housing Executive. Any changes in response to this assessment are rightly the responsibility of the devolved Stormont Assembly and Executive. unstar this property answer text <p><del class="ministerial">I will reply as soon as possible.</del> <ins class="ministerial"> <p><ins class="ministerial">Department of Health for Northern Ireland officials completed a legislative review in August 2017 as part of Northern Ireland Civil Service’s preparations for EU exit. My officials will discuss with the Department of Health in Northern Ireland the appropriate publication of information relating to the review.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">EU Exit Statutory Instruments are taken through Westminster to correct inoperabilities or provide technical fixes under the powers in section 8 of the European Union Withdrawal Act 2018.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">In this case, the regulations were developed by the Northern Ireland Civil Service and, in the absence of a Stormont Executive, under the terms of the Executive Formation and Exercise of Functions Act, the Permanent Secretary of the Department of Health for Northern Ireland gave his clearance for the Health Services (Cross-Border Health Care and Miscellaneous Amendments) (Northern Ireland) (EU Exit) Regulations 2019 on 31 January 2019, to issue to the Department of Health and Social Care for laying in Westminster.</ins></p></ins></p>

unstar this property answer text <p>The Department for the Economy (DfE) has committed to set up a unit within the department, under independent chairmanship. This will be responsible for examining the case of every individual who has received funds from the RHI initiative and believes that they have experienced hardship.</p><p> </p><p>The Northern Ireland Affairs Committee (NIAC) will also be conducting a review of the revised tariffs. That inquiry will, among other things, examine how the revised tariffs will affect the businesses they apply to. We will look carefully at the recommendations that the Committee makes.</p> more like this
