These 3 staff equated to 3% of our London staff, exceeding the public sector target of 2.3%. These staff members completed their apprenticeships at the end of 2020. As a result, we currently have no apprentices; however, we have started recruiting to ensure we can continue to meet this target.</p><p> </p> more like this

unstar this property answer text <p>In the absence of Northern Ireland Executive ministers, the Northern Ireland (Executive Formation etc.) Act will provide Northern Ireland civil servants with the clarity they require to take the limited but necessary decisions to maintain delivery of public services and operate in the public interest. The Act does not give the Secretary of State for Northern Ireland direction powers on specific policies, other than in relation to pressing public appointments and the requirement to set the regional rate.</p><p>The accompanying guidance to this legislation, published in draft on 29 November 2022, will help NI civil servants take into account whether taking a decision is in the public interest and recognises that there will be some decisions that should rightly wait for a Minister to be in place.</p><p> </p> more like this

unstar this property answer text <p>As of January 2023, of the 74.2% of staff working in the Northern Ireland Office (NIO) who have completed their disability declaration information, 9.2% shared they had a disability. 4.9% of those who have declared their information have reported they ‘prefer not to say’. This data is completed anonymously by employees via our online HR system (SOP).</p><p> </p><p>The Civil Service Diversity and Inclusion Strategy 2022 maintains our focus on mainstreaming the delivery of inclusion and achieving our key priorities as outlined in the Declaration on Government Reform. We will continue to build a more inclusive Civil Service going further than the current Equality Act provisions by building on and expanding a previous focus on Protected Characteristics to deliver for all of our people. Incorporating a broader definition of diversity (such as socioeconomic, work experience and geographic backgrounds) and embedding activity in our strategic priorities will enable the successful delivery of our corporate objectives. Disability remains a focus of this work and we continue to identify and remove barriers affecting disabled colleagues.</p><p> </p><p>Representation of disabled staff is increasing at all grades, whilst this trend is positive, we remain committed to improving the representation of disabled colleagues across our workforce and in particular at our most senior grades.</p><p> </p><p>All main Government departments have Disability Confident Leader (level 3) status on the Government’s Disability Confident Scheme, the highest level of accreditation. The scheme gives employers the tools to recruit, retain and develop disabled people, and acts as a catalyst for continuous improvement.</p><p> </p><p>The Civil Service Workplace Adjustment Service is well established, offering specialist advice and access to a review route for disabled employees experiencing difficulties in securing the adjustments they need. The service includes a Workplace Adjustment Passport to facilitate the seamless retention of adjustments on a change of line manager, job role or move between business areas or departments.</p><p> </p><p>We will continue to target action where gaps persist.</p><p> </p>

unstar this property answer text <p>The Northern Ireland Office (NIO) has the following arrangements in place:</p><p>a) The NIO does not have its own disability networks, but works with the Ministry of Justice to ensure our staff have access to the MOJ’s well established networks;</p><p>b) We are in receipt of the Disability Confident leader status following our submission to be accredited in 2018;</p><p>c) Requests for reasonable adjustments are implemented wherever possible, reasonable and practicable. The NIO also supports Workplace Adjustment Passports;</p><p>d) All staff have a right to submit a request for flexible working regardless of their length of service, and this is offered to all new starters. unstar this property answer text <p>The Secretary of State for Northern Ireland is in regular contact with the Chief Constable about the specific and unique concerns in Northern Ireland. Policing is a devolved matter and the PSNI’s main budget is allocated by the Department of Justice from the Northern Ireland Block Grant, through the Policing Board. Whilst operational policing matters are a matter for the Chief Constable, Northern Ireland officials continue to engage with the PSNI to ensure that the case for additional resources, once finalised, is directed to the appropriate authorities for proper consideration.</p><p> </p> more like this

unstar this property answer text <p>The Government has consistently made clear our objective of maintaining as seamless and frictionless border as possible so that everyday movements across the border can continue as they do now. This is a desire shared with the EU and with Ireland.</p><p> </p><p>As agreed in the September negotiating round, we are working with the Commission Task Force to do some detailed joint scoping of the issues arising from North-South cooperation that will need to be addressed as part of the Northern Ireland and Ireland strand of the negotiations in the context of the UK's future relationship with the EU.</p><p> </p><p>This Conservative Government is getting on with the job of delivering a Brexit that works for everyone, including young people in Northern Ireland.</p><p><strong> </strong></p> more like this

unstar this property answer text <p>What happened at Loughinisland in June 1994 was an act of unspeakable evil, for which there could be no possible justification. The whole House will want to pass on its heartfelt condolences and sympathies to those affected by this appalling atrocity.</p><p> </p><p>The Government accepts the Police Ombudsman’s Report and the Chief Constable’s response. We take any allegations of police misconduct very seriously and where there is evidence of wrongdoing it must be pursued – everyone is subject to the rule of law.</p><p> </p><p>The Report is also very clear, however, that those responsible for this despicable attack were the UVF terrorist gang who planned it and carried it out. Nor did the police have prior knowledge of the attack which could have enabled them to prevent it.</p><p> </p><p>The Chief Constable made clear in his report; “The PSNI remains firmly committed to apprehending those responsible for these murders and appeal to the community for information to allow us to do so.”</p><p> </p><p>On behalf of the Government I echo that commitment and that appeal.</p>

The current system was never designed to cope with a large number of highly complex and sometimes linked cases involving very sensitive information. I welcome the efforts of the Lord Chief Justice to review legacy inquests.
