answer text <p>The majority of the funding provided through the Local Government Finance Settlement is not ringfenced, in recognition of local authorities being best placed to understand local priorities. This includes funding for libraries.</p><p>The final Local Government Finance Settlement for 2024-25 makes available up to £64.7 billion, an increase in Core Spending Power of up to £4.5 billion or 7.5% in cash terms on 2023-24. This above-inflation increase demonstrates how the Government stands behind councils up and down the country.</p><p>For Havering Council, this Settlement represents an increase in Core Spending Power of up to £15.82 million (7.2%) – making available a total of up to £236.4 million in 2024-25. We have also published details of support agreed with a small number of councils, including Havering Council, that have requested financial support on an exceptional basis due to specific local issues that they are unable to manage themselves.</p> more like this

answer text <p>The Government attaches great importance to our country’s history and traditions and encourages recognition of our historic counties, often marked by local celebrations on county days. I write to local leaders to encourage and support these celebrations throughout the year. This year, there are 56 registered historic county flags across Great Britain, which includes the addition of three new flags for Banffshire, Berwickshire and Morayshire. My department proudly flies each registered county flag in Whitehall to mark county days, and this includes flying the flag for Essex.</p> more like this

answer text <p>In cases in which a property owner seeks the return of a property leased to a local authority, the local authority should endeavour to return the property as soon as possible, whilst ensuring that the occupant is rehoused in line with any statutory duties.</p><p>Government supports local authorities to support homeless households into settled accommodation. We are investing over £1 billion in the Homelessness Prevention Grant over three years, including a £109 million top-up to the Homelessness Prevention Grant this year, and additional funding of £120 million to help councils address Ukraine and homelessness pressures in 2024/25. Further to this, the £1.2 billion Local Authority Housing Fund includes funding for local authorities to obtain better quality temporary accommodation which helps alleviate rough sleeping and homelessness.</p> more like this

answer text <p>The Government is committed to ensuring the planning system creates more beautiful and sustainable buildings and places. The National Design Guide sets out the ten characteristics of well-designed places and demonstrates what good design means in practice. Local councils can use this guidance to inform local policy and guidance to define what good design means in their local area.</p><p>The Levelling Up and Regeneration Act 2023 introduces a requirement for local planning authorities to produce a design code for the whole of their area. Design codes will be prepared locally, reflect the local context and be based on effective community involvement, so that local people have a real say in the design of new homes and neighbourhoods. The National Model Design Code sets out a process for developing local design codes that reflect local context and community preferences including the identity of places and buildings.</p> more like this
