unstar this property answer text <p>Sexual offences perpetrated against children are horrific crimes and the impact of these can have a lasting impact on victims and their families.</p><p> </p><p>Sentencing decisions are taken by our independent courts. They will take such decisions based on the full circumstances of the offence and offender, and consider the relevant sentencing guidelines. The independent Sentencing Council has produced definitive guidelines on sexual offences.</p><p> </p><p>There are a range of offences someone can be convicted of if they abuse a child. Life imprisonment is available for the most serious offences, such as the rape of a child under the age of 13. For certain child sexual abuse offences, extended determinate sentences can be imposed for the purposes of public protection. There are no plans to increase maximum penalties available for child sexual abuse offences.</p><p> </p><p>Average custodial sentences for sexual offences overall are increasing, and have gone up from 43 months in 2007 to just under 60 months in 2017. The number of prisoners serving a custodial sentence for a sexual offence has nearly trebled, from 4,795 (in June 1998) to 13,580 (in 2018).</p>

unstar this property answer text <p>Each privately managed prison has a full-time on-site Controller, Deputy Controller and Assistant Controller, all employed by Her Majesty’s Prison and Probation Service (HMPPS). The Controller is accountable to HMPPS for providing assurance that the contract is delivered in accordance with agreed contractual delivery indicators, and that the prison provides safe, decent and secure services, in line with HMPPS performance standards. All the controllers are supported by a central contract management team.</p><p> </p><p>The attached table shows the length of time each current controller has been in their role at that particular prison, and the length of time that they have been a controller. It was not possible to provide the information to question (ii) within the cost limit. unstar this property answer text <p>On Friday 27 July 2018 (the closest date to 31 July for which data is available), 533 double cells and 407 single cells were occupied at HM Prison and Young Offender Institution Berwyn. On the same day there were 163 unoccupied single cells in the prison.</p><p> </p><p>Since opening Berwyn has been increasing its capacity each week as staffing levels and regime have allowed in order to maintain stability. As at the 27 July the prison’s operational capacity was 1,195 places which was just under 60% of its full capacity of 2,106. The figure of 163 unoccupied cells will therefore include some cells that are currently not available.</p><p> </p><p>As with any new prison, there has been a deliberate phased population increase at Berwyn since opening which continues to rise month on month.</p> more like this

unstar this property answer text <p>A Serious Further Offence (SFO) review is undertaken where an offender under statutory supervision in the community is charged with a qualifying offence – a “notification”. Not every offender charged with an SFO will eventually be convicted of an SFO.</p><p> </p><p>Serious further offences are rare. Fewer than 0.5% of offenders under statutory supervision are convicted of serious further offences. Minor redactions may be required - for example, to protect third party data.</p><p> </p><p>Conclusions and recommendations from SFO reviews notified prior to 1 April 2018 are shared in a Victim Summary Report (VSR) which reflects the findings of the full review.</p>

unstar this property answer text <p>HM Prison and Probation workforce statistics (which contains staffing figures in public sector prisons but not in privately managed prisons) are published quarterly. The latest publication can be found at: https://www.gov.uk/government/statistics/hm-prison-and-probation-service-workforce-quarterly-september-2018</p><p> </p><p>I have attached tables showing the number of funded posts at each privately managed prison and the number of Prison Officers present in Public Sector Prisons. It should be noted that as with all HR databases, extracts are taken at a fixed point in time to ensure consistency of reporting. However, the database itself is dynamic and where updates to the database are made late, subsequent to the taking of the extract, these updates will not be reflected in figures produced by the extract. For this reason, HR data are unlikely to be precisely accurate.</p><p> </p><p>Prison officer numbers are at their highest in five years, which is vital to ensuring prisons are safe, secure and decent. We now have over 4,300 additional staff in post compared to October 2016. The recruitment drive will continue until we reach required levels across the prison estate, ensuring prisons can fulfil their purpose - protecting the public, reducing reoffending and crucially, rehabilitating offenders.</p>

It allows staff to be allocated from prisons with the capacity to provide them, to those where additional staffing is required to enable the delivery of a safe, decent, secure and predictable regime.</p><p> </p><p>Staffing shortages is not the sole driver of detached duty or indeed the trigger for it to be used. Many establishments have what could be described as staffing shortages or vacancies, but through the use of ‘Regime Management Planning’ these shortages are managed to ensure an acceptable level of regime delivery.</p> more like this
