Overall, prosecutions and convictions for domestic abuse are both up since 2010 – by 20 per cent and 28 per cent respectively, with 76% of all prosecutions resulting in successful convictions, the highest proportion since 2010. However, the CPS are working closely with the police locally and nationally to ensure appropriate referrals are made by the police and to address any fall in referrals where needed. In November last year, MHCLG awarded £22 million for domestic abuse projects across the country. This is helping to provide over 2,200 new beds in refuges and other safe accommodation, as well as access to education and tailored employment and life skills guidance. MHCLG are also consulting on potential measure for sustainable delivery of support for victims and their children in accommodation-based services for domestic abuse across England. This included the Ministry of Justice consultation on the Reform Programme entitled Transforming our Justice System, which set out the Government’s broad approach to reform and sought views on three specific sets of proposals: the assisted digital strategy; automatic online conviction and statutory standard penalty; and tribunal panel composition.</p><p> </p><p>HMCTS has spent the following amounts on academic research for evaluation of reform:</p><p> </p><p>2016/17: £220,000 for research on the Citizen user Experience</p><p>2017/18: £50,000 for research on the Professional User Experience</p><p>2017/18: £40,000 for a survey of SSCS appellants digital capability</p><p>2018/19: £49,000 for LSE evaluation of video hearings in tax</p><p>2018/19: £47,976 for research on Flexible Operating Hours</p><p> </p><p>HMCTS undertakes public consultation when reorganising estate or closing a tribunal building. 	answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>Official statistics are not published on the average length of time from receipt of the application to the issue of a grant of probate. Internal management information, which is not subject to the rigorous quality assurance processes of official statistics, however shows that in the last financial year (2018/2019) the average time was three weeks.</p><p> </p><p>Whilst timeliness data are not yet available for the last three months, it is clear that waiting times have increased. Urgent action has been taken to address these temporary delays, staffing has been increased and the digital service further improved, and as a result waiting times are starting to reduce.</p><p> </p><p>There are no prescribed target times for dealing with probate applications. The recent increase in waiting times has been caused by a combination of an increased volume of incoming work and the transition to a new case management IT system. 	answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>The regional divorce units were set up in 2015.</p><p>The average period of time from receipt to issue of the decree nisi is currently:</p><p> </p><p>Midlands 27.6 weeks</p><p>North East 29.7 weeks</p><p>North west 29.1 weeks</p><p>Wales 28.5 weeks</p><p>South east 41 weeks</p><p>South west 26.8 weeks</p><p> </p><p>In June 2015 it was:</p><p>Midlands 24 weeks</p><p>North East 21 weeks</p><p>North West 23.8 weeks</p><p>Wales 22 weeks</p><p>South East 24.7 weeks</p><p>South west 21.4 weeks</p><p> </p><p>We have increased the number of sitting days and recruited extra judges and magistrates to meet increased demand in the family courts. In the South East, staff shortages in Bury St Edmunds Divorce Centre led to some delays, and the centre is now fully staffed and performance is improving.</p><p>Divorce can be a deeply distressing time which is why a new online divorce application was introduced as part of the £1 billion Reform programme. We want to make marriage more accessible and meaningful and give couples greater choice in how they can celebrate their commitment.
