	answer	answer answer text <p>Income from the Victim Surcharge contributes to the Ministry of Justices’ Victim and Witness Budget (“the Budget”). This budget is used to fund Police and Crime Commissioners (PCCs) who commission local support services for victims, and nationally commissioned support services including the National Homicide Service, Rape Support Centres, and the Court Based Witness Service. Income from the Victim Surcharge is forecast into the Budget at the beginning of each financial year. However, actual income raised from the Surcharge will fluctuate each year (depending on the amount imposed and collection rates). 	answer	answer answer text <table><tbody><tr><td><p>Police recorded domestic abuse crimes have increased by over 60% in the last three years, demonstrating increased victim confidence to report and better police recording of these crimes. Overall, prosecutions and convictions for domestic abuse are both up since 2010 – by 20 per cent and 28 per cent respectively, with 76% of all prosecutions resulting in successful convictions, the highest proportion since 2010. However, the CPS are working closely with the police locally and nationally to ensure appropriate referrals are made by the police and to address any fall in referrals where needed. In November last year, MHCLG awarded £22 million for domestic abuse projects across the country. This is helping to provide over 2,200 new beds in refuges and other safe accommodation, as well as access to education and tailored employment and life skills guidance. MHCLG are also consulting on potential measure for sustainable delivery of support for victims and their children in accommodation-based services for domestic abuse across England. In November last year, MHCLG awarded £22 million for domestic abuse projects across the country. This is helping to provide over 2,200 new beds in refuges and other safe accommodation, as well as access to education and tailored employment and life skills guidance. MHCLG are also consulting on potential measure for sustainable delivery of support for victims and their children in accommodation-based services for domestic abuse across England. This states:</p><p> </p><p><em>If the applicant tells us they cannot afford to obtain medical evidence we may meet the cost of doing so and deduct it from any award we make, up to a maximum of £50. However, before we do so you should ask the applicant for evidence of their inability to meet the cost. You should consider all the relevant circumstances in deciding whether you accept the applicant cannot afford to pay for the medical evidence. 	answer	answer answer text <p>Income from the Victim Surcharge contributes to the Ministry of Justices’ Victim and Witness Budget (“the Budget”). This budget is used to fund Police and Crime Commissioners (PCCs) who commission local support services for victims, and nationally commissioned support services including the National Homicide Service, Rape Support Centres, and the Court Based Witness Service. Income from the Victim Surcharge is forecast into the Budget at the beginning of each financial year. However, actual income raised from the Surcharge will fluctuate each year (depending on the amount imposed and collection rates). 	answer	answer answer text <p>The Government is committed to ensuring victims of sexual abuse feel that they can come forward to report abuse, and that they can get the support they need, whether they are a child or an adult. That is why we provide grant funding for victim support services across the country, which victims can access throughout their lifetime.</p><p> </p><p>The nature of this funding has evolved over time to reflect changes in demand and the changing nature of crime; hence we are unable to provide a consistent breakdown of funding since 2010.</p><p> </p><p>Since 2016/17, the Ministry of Justice have provided around £7m per year of ring-fenced funding specifically for provision of support to victims of recent and non-recent child sexual abuse (CSA). In 2018/19, this included £4.7m provided to the Police and Crime Commissioners to locally commission or deliver such services, £1.74m allocated directly to rape support centres and £0.58m allocated to a fund maintained by the Home Office for national and regional organisations supporting victims of recent and non-recent CSA. This funding is not age-restricted; hence we are unable to provide information around how much has been allocated to support individuals under 13.</p><p> </p><p>Victims and survivors of child sexual abuse are also supported by the NHS England-funded Sexual Assault Referral Centres (SARCs), which are open to all victims of sexual violence regardless of age and provide a range of services including crisis worker support and psychological therapy sessions to address any of victims’ immediate needs. Overall, prosecutions and convictions for domestic abuse are both up since 2010 – by 20 per cent and 28 per cent respectively, with 76% of all prosecutions resulting in successful convictions, the highest proportion since 2010. However, the CPS are working closely with the police locally and nationally to ensure appropriate referrals are made by the police and to address any fall in referrals where needed. In November last year, MHCLG awarded £22 million for domestic abuse projects across the country. This is helping to provide over 2,200 new beds in refuges and other safe accommodation, as well as access to education and tailored employment and life skills guidance. MHCLG are also consulting on potential measure for sustainable delivery of support for victims and their children in accommodation-based services for domestic abuse across England. 	answer	answer answer text <p>The Victim and Witness Budget, which is used to fund support service for victims and witnesses, is set each year and includes funding from a number of different sources. This includes a forecasted contribution from the revenue raised by the Victim Surcharge.</p><p> </p><p>The Victim and Witness Budget for funding victim support services increased to £96m in 2018/19 and has near-doubled funding for victim support services since 2013.</p><p> </p><p>Between 2015/16 and 2017/18 the revenue raised from the Surcharge surpassed the forecasted contribution, so the excess was put towards compensating victims of violent crime through the Criminal Injuries Compensation Scheme. 	answer	answer answer text <p>The number of children in custody has declined by 70% over the past decade, leading to a concentrated cohort of children with particularly complex needs, most of whom are serving sentences for more serious or violent offences. The safety of all children and staff is paramount, so we have taken the following measures:</p><ul><li>Last year, the Youth Custody Service published, and began implementing, a new approach to behaviour management – “Building Bridges” – developed with the NHS.[1] This is based on the importance of leadership, trusting staff-child relationships and the benefits of reward, prevention and proactive techniques.</li></ul><ul><li>We are funding all our frontline officers to undertake a youth justice qualification up to foundation degree level, which will enable them to better analyse need and risk, and deploy more effective interventions.</li><li>We recruited more psychologists and healthcare workers to work with children to help them overcome the issues at the root of their poor behaviour. 	answer	answer answer text <p>Restricted regimes are currently in place in prisons, meaning that prisoners are spending more of their time in their cells to support social distancing as recommended by Public Health England guidance.
