answer text
The Constitutional Reform Act 2005 provided for the Supreme Court to assume the jurisdiction of the Appellate Committee, established the independent Judicial Appointments Commission, and shared responsibilities for the administration of justice between the Lord Chancellor and the Lord Chief Justice. The Act is therefore the statutory basis of a broad sweep of constitutional matters, and it continues to underpin relationships with the judicial branch of the state.

It is not a current priority to review the arrangements that resulted from the 2005 Act or to assess whether further legislative changes might be necessary. The Supreme Court is rightly held in high esteem not just within the UK but also overseas, and the Lord Chancellor remains committed to maintaining an effective partnership with the judiciary within the legal framework the Act created.
more like this

answer text
We will not tolerate any violence against prison officers – staff must be able to expect a safe work environment. Prisoners who are violent towards staff will face the full consequences of their actions and will be dealt with swiftly and effectively. As of 28 June 2022 the Police, Crime, Sentencing and Courts Act has doubled the maximum penalty to up to two years’ imprisonment for those who assault emergency workers, including prison officers.

To protect staff and prisoners in very serious assaults, we are rolling out PAVA – a synthetic pepper spray – for use by prison officers in the adult male estate. Staff are able to use the PAVA spray where there is serious violence or an imminent or perceived risk of it.

We have rolled out a next generation Body Worn Video Camera solution which has increased the availability across public sector prisons from 6,000 to over 13,000 cameras, enabling every band 3-5 officer on shift to wear one. The cameras will provide high-quality evidence to support prosecutions against prisoners who commit assaults.

We work closely with NHS England to ensure that all those who need drug treatment in prison have access to a full range of high-quality treatment, with a focus on abstinence-based recovery.

To do this we are rolling out up to 18 new Drug Recovery Wings, providing a dedicated space for prisoners to focus on achieving abstinence from illicit drugs and prescribed substitutes such as methadone. We are also opening 100 Incentivised Substance Free Living Wings, recruiting Drug Strategy Leads in all male category C and women's prisons to coordinate a whole system approach to tackling drugs, as well as Health and Justice Coordinators nationwide to ensure continuity of care for prison leavers.

We have also invested £100m in prison security to prevent drugs from entering prison in the first place through our Security Investment Programme, including reducing the conveyance of illicit items such as drugs and mobile phones.

answer text
The Government is committed to supporting victims of domestic abuse and ensuring that that they receive the support they need when they need it. In 2020/21, the Ministry of Justice provided around £12.2m to the Mayor’s Office for Policing and Crime (MOPAC) to commission victim support services, including services for victims of domestic abuse. Further in 2020, given the impact of the Covid-19, two rounds of emergency funding were provided to Police and Crime Commissioners (PCCs) to specifically support victims of sexual violence and domestic abuse. MOPAC received around £4.5m. For 2021/22, the Ministry of Justice has committed to match the same levels of core funding for PCCs to ensure that victims continue to receive the support they need.

In addition, as part of an extra £40m package, £9.7m will be available for community-based services for domestic abuse and £16m to recruit more independent sexual violence and domestic abuse advisers (ISVAs/IDVAs). On 15 February, a further £11m was announced for the ISVA/IDVA fund meaning a total of £27m will be available. All of this funding will be distributed through PCCs including MOPAC.

Finally, on 12 February, it was announced that £125m would be provided to fund the new statutory duty, as part of the landmark Domestic Abuse Bill, for local authorities to provide safe accommodation for women and their children. This will ensure that women continue to be able to access vital support such as therapy, advocacy and counselling in safe accommodation.
