All prisons under the Prison Education Framework (PEF) contract are required to agree an annual delivery plan which sets out the services to be provided. This will enable both represented and unrepresented claimants to progress Road Traffic Accident related personal injury claims under £5,000.</p><p>Public testing of the IT Service is planned to begin in November 2019 and, in light of user’s experience, the Government will consider making some further modifications to the service before it goes live in April 2020, so that it is easy to understand and navigate.</p><p>In addition, the service will provide a significant amount of management information. The Government is committed to reviewing this management information and how the new service is operating to identify any required changes and improvements approximately eighteen months from implementation. This is because it is dependent on those eligible coming forward to claim a refund.</p><p> </p><p>We have taken a wide range of proactive steps to publicise the refund scheme, including through the gov.uk website, letters to parliamentarians, and information disseminated through partners such as trades unions, the Law Society and the Citizens Advice. From April 2018, we wrote to everyone entitled to a refund and who had not yet applied, as well as interested MPs, to ensure they were aware of the scheme and how to apply. Restraint is only ever used as a last resort, where there is a risk of harm and no other form of intervention is possible or appropriate. However, we recognise that there are still high levels of restraint.</p><p> </p><p>In 2017, we began to implement a comprehensive reform programme with the aim of improving levels of safety in the youth custodial estate. The programme is underpinned a new evidence-based positive behaviour strategy and significant reform of the workforce. We are also taking specific actions to reduce the number of incidents of restraint, including:</p><ul><li>introducing the Minimising and Managing Physical Restraint framework in all secure training centres (STCs) and under-18 young offender institutions (YOIs). This has been specifically developed to avoid physical restraint as far as possible by using a range of de-escalation, diversion and behaviour management techniques;</li><li>requiring each public STC and YOI to implement a “Restraint Minimisation Strategy”;</li><li>reviewing data on use of force to improve recording and reporting and to improve practice; and</li><li>undertaking a safeguarding review across the youth secure estate.</li></ul><p>In addition, we have recently responded positively to the recommendations on restraint made by the Joint Committee for Human Rights.</p> answering member constituency Charnwood answering member printed Edward Argar question first answered 10/07/2019 16:41:29 answering member 4362 label Biography information for Edward Argar

In that letter, which I will place a copy of in the House Library, I confirmed the six bidders (G4S Care and Custody Services UK Limited, Interserve Investments Limited, Management and Training Corporation Works Limited, Mitie Care &amp; Custody, Serco Limited, and Sodexo Limited) who had been accepted on to the Prison Operator Services Framework and who are now eligible to bid in future mini-competitions to operate individual prisons. We intend to launch the mini-competition for the first new Resettlement Prison at Wellingborough in July 2019 and anticipate making the award to the successful operator in July 2020.</p><p> </p><p>The Government is committed to a mixed market of custodial services.
