answer text <p>The Government published its future partnership paper on cross-border civil judicial cooperation on 22 August 2017. This set out that an effective framework of civil judicial cooperation is an important part of the deep and special partnership we want to establish with the EU. The Government will therefore seek an agreement with the EU that allows for close and comprehensive cross-border civil judicial cooperation on a reciprocal basis, which reflects closely the substantive principles of cooperation under the current EU framework.</p><p> </p><p>The paper also set out our intention to continue participation in those Hague Conventions we currently participate in by virtue of our membership of the EU, and to continue to participate in the Lugano Convention that, by virtue of our membership of the EU, forms the basis for the UK’s civil judicial cooperation with Norway, Iceland and Switzerland.</p> more like this

answer text <p>The MAPPA Guidance is currently under review. References to the UKBA are primarily contained within the Duty to Co-operate Agencies and Foreign National Offenders chapters. My officials have redrafted both of these chapters and references to UKBA have been removed. As with other chapters, officials are consulting interested parties on proposed revisions to these two chapters and are currently awaiting comments from the Home Office Immigration Enforcement. Once the consultation has been completed, officials will seek approval from and on behalf of the Secretary of State for the amended chapters to be published.</p> more like this

answer text <p>We are committed to doing all we can to address the issues around female offending so we can better protect the public and deliver more effective rehabilitation. As part of this process we have assessed where the gaps in provision are for community services and the custodial estate.</p><p> </p><p>Considering how we can best address the needs of female offenders, to improve outcomes for them, their families and their communities, is a complex issue that we want to get right.</p><p> </p><p>We are developing a strategy for female offenders to improve outcomes for women in the community and custody. answer text <table><tbody><tr><td><p>Community Rehabilitation Companies (CRCs) are contractually required to provide services for female offenders that they are managing in the community, and to deliver resettlement services to offenders both before and following release from prison. As part of our reforms to probation, we have given providers the flexibility to innovate, and to tailor rehabilitative support to the particular needs of offenders locally. We have not, therefore, prescribed how much of the additional funding for CRCs must be spent on services for female offenders. Records detailing the specifics of each service available in every individual CRC could only be collated at disproportionate cost, however records detailing the organisations responsible for the provision of these services are available, with the most recent dated July 2017. All 21 CRCs have arrangements in place to address the needs of female offenders. 20 of the 21 CRCs have subcontracting arrangements in place to deliver these services, with Durham Tees Valley CRC providing the service directly. Across these 20 CRCs, there are 47 locally based organisations delivering targeted support for female offenders, addressing their specific needs locally. A further seven small providers deliver services across larger, geographically remote, areas.</p></td></tr></tbody></table><p>We have a robust contract management and assurance process in place for CRCs, and continue to assess their performance through a range of service levels, including their delivery of Through the Gate and how they are addressing the specific needs of female offenders.</p>
