answer	answer is ministerial correction date of answer 13/07/2016 answer text <p>On 9 November 2015, the government announced a £1.3bn investment to reform and modernise the prison estate to make it more efficient, safer and focused on supporting prisoner rehabilitation.</p><p> </p><p>The Secretary of State for Justice announced on 25 November 2015 that HM Prison and Young Offender Institution Holloway would be closed as the first stage of this programme. HMP Holloway was closed on 22 June. Once the prison has been fully decommissioned it will be handed over to the Ministry of Justice Estates Directorate for disposal.</p><p> </p><p>No decisions have yet been taken on the future of the Holloway site. The Ministry of Justice will work closely with the local authority and others, on future options for the site. Once a decision is made, the MoJ and its advisors will engage with the market and other stakeholders. answer	answer is ministerial correction date of answer 12/07/2016 answer text <p>With the exception of the National Offender Management Service (NOMS), the Ministry of Justice does not make any additional incentive payments to staff for working overtime in addition to overtime payments or time off in lieu.</p><p> </p><p>NOMS does not generally pay additional incentives (over and above standard hourly rates) to staff to work overtime. In 2015 however, the Director of Public Sector Prisons approved the introduction of a bespoke scheme under which Prison Officers were invited to enter into contracts to work a set number of additional hours over a 14 week period.</p><p> </p><p>Staff who enter into these contracts are paid a bonus at the end of the 14 week period after having completed the agreed number of additional hours. The level of bonus payments, which are funded from existing NOMS budgets, is set at either £150 or £275 depending on the agreed number of additional hours. Annually, Her Majesty’s Chief Inspector of Prisons agrees with the Ministry of Justice the approach they intend for their inspection programmes. For each inspection completed, a report is published which includes recommendations for improvement. These reports are all in the public domain and available from the Inspectorate’s website. While the factual accuracy of information in inspection reports will be checked before publication, it is an important principle that the judgements expressed in reports are the Chief Inspector’s own, based on evidence collected by independent inspectors. The coalition government considered that it would not be right, or appropriate, to alter retrospectively sentences that had been lawfully imposed, particularly because in this case those sentences were imposed with public protection issues in mind. Consequently, once prisoners serving sentences of imprisonment for public protection have served their minimum term they are not released on licence until the Parole Board judges it safe to so.</p><p> </p><p>The number of IPP prisoners has reduced over the past year.
