answer text <p>We are committed to ensuring that prisons are safe, decent and support rehabilitation.</p><p> </p><p>We are modernising the prison estate, closing older prisons that are not fit for purpose and creating in their place high-quality, rehabilitative establishments. We have started to redevelop the prisons at Glen Parva (Leicestershire) and Wellingborough (Northamptonshire). We are building a new houseblock at Stocken prison (Rutland).</p><p> </p><p>The Verne, a former HM Prison and Probation Service operated immigration removal centre in Dorset, will be reopening as a prison later this year and is expected to hold 580 offenders.</p> more like this

answer text <p>Prison numbers can fluctuate, which is why we have a robust set of plans in place to ensure we will always have enough places for offenders committed to custody by the courts. This includes modernising the estate and building new accommodation.</p><p> </p><p>We will modernise the prison estate, closing older prisons that are not fit for purpose and creating in their place high-quality, rehabilitative establishments. We have started to redevelop the prisons at Glen Parva (Leicestershire) and Wellingborough (Northamptonshire). We are building a new houseblock at Stocken prison (Rutland). Additionally, we plan to build four modern prisons which includes the development of sites at Full Sutton (East Yorkshire), Hindley (Greater Manchester), Rochester (Kent) and Port Talbot (Neath Port Talbot, South Wales).</p><p>The Verne, a former HM Prison and Probation Service operated immigration removal centre in Dorset, will be reopening as a prison as early as possible this year and is expected to house 580 offenders.</p>

answer text <p>Most of our prison estate is uncrowded. However we recognise crowding is an issue and in 2016-17 the average percentage of prisoners in crowded accommodation was 24.5%.</p><p>Our reforms will see us close down and redevelop ageing prisons and deliver high-quality, modern establishments fit for today's demands. Our new prison estate will have up to 10,000 modern prison places that create the physical conditions for Governors to achieve better educational, training and rehabilitation outcomes.</p><p>Reducing overcrowding is a central aim of the estate modernisation and the new prisons will be designed with this in firmly in mind.</p> more like this

answer text <p>As the Secretary of State has said, the prison estate is overcrowded and out of date. That’s why we have announced that we will close down aging and ineffective prisons, replacing them with new facilities fit for the modern world.</p><p> </p><p>We are investing £1.3 billion to reform and modernise the prison estate to make it more efficient, safer and focused on supporting prisoner rehabilitation. In our new prisons we will design out those features that facilitate bullying, drug-taking and violence.</p><p> </p><p>We are also constructing a modern 2,106 place prison, HMP Berwyn, in North Wales, that will be opened in 2017 and are building two new house-blocks at existing prison sites Stocken and Rye Hill.</p><p> </p><p>We remain committed to ensuring that there are enough places for offenders sentenced to custody by the courts and making sure that these places are safe, decent and secure.</p> more like this

Therefore previously understated levels of crowding have not informed any capacity-based decisions made by the Ministry of Justice.</p>
