The target was achieved ahead of schedule in March 2018.</p><p> </p><p>The recruitment campaign facilitated a number of improvements and lessons learned have been applied across the department. answer	answer is ministerial correction date of answer 21/11/2018 answer text <p>With regards to when the Ministry of Justice stopped holding data on the number of certified staff and the reasons for doing so, it may help if I explain that the MoJ has never collected this information. Whilst Section 89 of the Criminal Justice Act 1991 confirms that a Prison Custody Officer (PCO) is approved by the Secretary of State for the purpose of performing escort and custodial duties, it does not oblige the Secretary of State to collect or publish the information requested.</p><p> </p><p>The Secretary of State approves PCOs for the purpose of performing escort functions or custodial duties or both and PCO’s are accordingly authorised to perform them. However, there is not a process in place whereby the Secretary of State formally issues certificates to new PCOs, and as mentioned previously, Section 89 of the Criminal Justice Act 1991 does not oblige the Secretary of State to collect or publish such information.</p><p> </p><p>All staffing matters, including the responsibility for ensuring the availability of sufficiently trained and experienced staff to maintain safe and decent prisons, lies with contractors. There is no requirement in the contracts to agree staffing levels with the Ministry of Justice. Therefore, all staff working in privately managed prisons are fully certified and, as such, the figures we hold, and have provided on several occasions, include the funded posts for fully certified staff.</p><p>As you know, each privately managed prison has a full-time on-site Controller employed by HM Prison and Probation Service (HMPPS). The Controller has regular review meetings with the contractor against a range of performance indicators that will reflect numbers of staff in post, recruitment, training, sickness, and attrition. Any concerns in relation to these performance indicators are discussed at these meetings. Where action is needed, progress is monitored by the Controller and escalated within HMPPS where appropriate action can be taken in accordance with the contract. According to the latest published workforce statistics, from October 2016 to June 2018 there was a net increase of 3,653 full time equivalent Prison Officers.</p><p>The 3,000 additional officers figure was passed in March 2018. answer	answer is ministerial correction date of answer 28/06/2018 answer text <p>As part of the Prison Safety and Reform White Paper published in November 2016, the Government committed to an increase of 2,500 Prison Officers by the end of 2018.</p><p>Between the end of October 2016 (the closest data point in time to when the commitment was made) and the end of March 2018, the number of Band 3 to 5 prison officers (headcount) increased from 18,713 to 21,824; a net increase of 3,111.</p><p>It is anticipated that 90 percent of the new recruits will be on the landings by the summer and all of them will be operational by the end of the year.</p><p> </p><p>The first cohort of 52 graduates from the Unlocked scheme, which encourages the brightest graduates to consider a career in HMPPS, entered the HMPPS workforce in August last year – 15% higher than had been anticipated. Due to the popularity of the programme, up to 115 candidates will be recruited for the 2018 cohort. They are due to join the service in July 2018.</p><p> </p><p>Under the Prison Safety and Reform agenda, Governors have been given greater responsibility for workforce planning and determining their local organisational structure. This includes the number of officers they employ and Governors can implement changes to shift arrangements and resource deployment providing they remain within the agreed funding envelope.</p><p> </p><p>This empowerment of the Governor’s position is intended to enable them to make best use of resources to support prison safety and develop strategies to reduce reoffending. In the Family Courts, proceedings for breach would be dealt with as a contempt of court matter and are not recorded separately. The information could therefore only be obtained at disproportionate cost.</del></p><p> </p><p><del class="ministerial">Statistics on FGM Protection Orders are publicly available as part of the Family Courts Statistics Quarterly series at https://www.gov.uk/government/collections/family-court-statistics-quarterly. The next publication of Family Court Statistics Quarterly is due on 28 June 2018. Good progress is being made to hit this target, with 1,970 additional officers recruited by 31st December 2017.
