answer	answer is ministerial correction date of answer 16/03/2021 answer text <p>The Ministry of Justice has published regular updates on the actions the department has taken in response to the Lammy Review recommendations.</p><p> </p><p>Of the actions we said we would undertake 29 have been completed out of the 33 recommendations made in the Lammy Review. The remaining recommendations have a justifiable reason for their extended timescales.</p><p> </p><p>Where a recommendation could not be implemented in full or exactly as set out in the Review, alternative approaches have been sought to achieve the same aim.</p><p> </p><p>The recommendations of the Lammy Review apply to services delivered across both Wales and England. answer	answer is ministerial correction date of answer 16/03/2021 answer text <p>The Government announced on 8 March its intention to bring forward legislation to change the mandatory retirement age for all judicial office holders, including magistrates, to 75 – a step which I know has been welcomed by many magistrates</p><p> </p><p>We will also be legislating to allow retired magistrates to apply to return to the bench where there is a business need.</p><p> </p><p>On 1 April 2020, there were 13,177 magistrates. answer	answer is ministerial correction date of answer 16/03/2021 answer text <p>We recognise the deep distress the theft of a much-loved pet can cause which is why robust laws are already in place to firmly deal with offenders who commit such abhorrent crimes.</p><p> </p><p>Sentencing is a matter for our independent courts. answer	answer is ministerial correction date of answer 22/03/2021 answer text <p>There are adequate mechanisms to appeal fines imposed by magistrates’ courts under the Health Protection (Coronavirus, Restrictions) England) Regulations 2020. The rights to appeal sentences imposed in relation to these offences are the same as the rights to appeal in relation to any other criminal offence. Any defendant may appeal to the Crown Court and have a full rehearing before a judge and two magistrates. In addition, if the defendant was not aware of the proceedings, they may make a statutory declaration before a magistrate or justices’ legal adviser which has the effect of revoking the conviction. The Lord Chancellor has a shared statutory responsibility for judicial diversity alongside the Lord Chief Justice and the Chair of the Judicial Appointments Commission (JAC). All three are members of the Judicial Diversity Forum, which brings together leaders from organisations across the legal sector to improve judicial diversity.</p><p>The Judicial Diversity Forum’s first combined statistical report was published on 17 September 2020, bringing together data on the diversity of the judiciary, judicial appointments and from the relevant legal professions (solicitors, barristers and legal executives). Published alongside the statistical report is a summary of the wide range of actions that its members are undertaking – at different career stages, either collectively or individually to help increase judicial diversity. The statistical report and the Action Plan were published on the Judicial Appointments Commission website:</p><p><a href="https://judicialappointments.gov.uk/new-team-will-lead-on-targeted-diversity-initiatives/" target="_blank">https://judicialappointments.gov.uk/new-team-will-lead-on-targeted-diversity-initiatives/</a></p><p> </p><p>MoJ specifically committed to doing the following:</p><ul><li>Funding a two-year pilot programme of targeted outreach and support activity by the JAC, which officially launched on 9 November. A small and separate unit within the JAC, called the ‘Targeted Outreach and Research Team’ has been tasked with engaging and providing advice and guidance to potential candidates from underrepresented backgrounds including BAME, women, disabled and solicitor candidates for specific senior court and tribunal roles.</li><li>Reviewing the statutory and non-statutory eligibility criteria for appointment with the aim of removing barriers that discourage or prevent application for judicial posts from CILEx.</li><li>Continuing to support the Pre-Application Judicial Education programme (PAJE) which provides support and information to those considering a judicial role and targets lawyers from under-represented groups including women, BAME, those with disabilities and non-barristers across England and Wales.</li><li>Publishing a revised Salaried Part-Time Working policy (SPTW) which offers the judiciary a more flexible working offer – it was published in October 2020.</li></ul><p> </p><p>For the magistracy, MoJ is investing £1m in a recruitment and attraction programme to recruit more and more diverse magistrates. This will include the introduction of new IT that will enable better tracking of magistrate recruitment data, and outcomes, including by diversity data. We will also be investing in a targeted marketing strategy in 2021 directed at under-represented groups in local areas to boost magistrate recruitment. As soon as verified data is available, I will write to the Honourable Member.</p><p> </p><p>As of last summer, internal national data collection processes have been in place to enable us to plan for future publication. In July 2020 we published a summary report of our review of operational policy on pregnancy and women separated from children under 2.
