answer	answer is ministerial correction date of answer 19/07/2019 answer text <p>Weapon seizures have dropped with improvement in detection methods and as a result there are fewer attempts at smuggling of weapons through reception and visit areas. New and enhanced technology as well as dedicated search teams have contributed to that fall in the smuggling of weapons.</p><p> </p><p>The new Crime in Prison Agreement between HMPPS, the Crown Prosecution Service (CPS) and the police has also resulted in crimes committed whilst in prison or in smuggling in illicit items being consistently referred for prosecution to the police. This sends a clear message to those who commit crimes that they will be punished through the courts and face the consequences of their actions</p><p> </p><p>Data on weapons held in prison has been collectively systematically since 2015 and is enclosed. answer	answer is ministerial correction date of answer 15/07/2019 answer text <p>Since December 2017 any staff who are potentially exposed to blood and other body fluids are able to call our Body Fluid Exposure and Sharps Injury 24/7 telephone helpline to obtain prompt medical advice. If the employee is advised to attend A&amp;E this signifies that the body fluid exposure is high risk and medical assessment by A&amp;E is required to obtain blood for serum save and to assess suitability for post exposure prophylaxis and/or Hepatitis B injection.</p><p> </p><p>Should Post Exposure Prophylaxis (PEP) be required, the member of staff will call the Body Fluid Exposure and Sharps Injury helpline with details of treatment they have received. Follow up testing for Blood Borne Virus (BBV) is provided for all injured staff to determine if they have contracted a BBV, however, staff are not required to report if they have contracted a blood borne virus at work and the data is therefore it is not possible to report data with any certainty.</p><p> </p><p>If an employee were to contract a Blood Borne Virus from an occupational exposure and had reported this to the Body Fluid Exposure and Sharps Injury helpline (provided by HMPPS’ Occupational Health supplier Optima Health) then HMPPS are required to be made aware under RIDDOR (Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013) with the employees consent. Safeguarding referrals from the youth secure estate to Local Authorities are handled by secure estate establishment staff, as are the maintenance of supporting records. Data provided in this response is therefore the amalgamation of bespoke local records, and is not based with a single methodology. Furthermore, different local authorities have varying protocols in place. For example, in some potential referrals can be ‘triaged’ or reviewed by an on-site social worker before a formal referral is made; in other cases there may be no such arrangement in place and all cases are formally referred to the local authority. This will support and enable both represented and unrepresented claimants to progress Road Traffic Accident related personal injury claims under the new small claims track limit of £5,000. The Government’s key design principle in approaching the development of the new IT service is that that the claimant and access to justice must be at the heart of the process and the new service must be as simple and efficient as possible for unrepresented claimants to make, progress and settle their claims online without the need to go to court. In addition, unrepresented claimants will also have access to a bespoke alternative dispute resolution scheme, which will enable them to gain, at no cost to themselves, an independent view on the liability decision made by the defendant insurer. Note that the LAA commissions services on a ‘Procurement Area’ basis. This will include the particular impact of the Prison Education Framework and prison education Dynamic Purchasing System.</p><p> </p><p>The Education and Employment Strategy, published in May 2018, set out ambitious plans to give prison governors power and control over the education arrangements in their establishments.
