answer text <p>Weapon seizures have dropped with improvement in detection methods and as a result there are fewer attempts at smuggling of weapons through reception and visit areas. New and enhanced technology as well as dedicated search teams have contributed to that fall in the smuggling of weapons.</p><p> </p><p>The new Crime in Prison Agreement between HMPPS, the Crown Prosecution Service (CPS) and the police has also resulted in crimes committed whilst in prison or in smuggling in illicit items being consistently referred for prosecution to the police. This sends a clear message to those who commit crimes that they will be punished through the courts and face the consequences of their actions</p><p> </p><p>Data on weapons held in prison has been collectively systematically since 2015 and is enclosed. Prior to that date it was not collected consistently and so a calculation cannot be reliably provided.</p><p> </p><p>Data and information on weapons finds is routinely published as part of the normal publication schedule, and data on 2018-19 will be published in due course.</p><p>Data table is attached.</p>

It is not possible to identify whether these offences were specific to teeth whitening in centrally held data on court proceedings. </del><ins class="ministerial">We launched the mini-competition for the operation of the first new Resettlement Prison at Wellingborough on Friday 12 July 2019 and anticipate making the award to the successful operator in July 2020.</ins></p> more like this

answer text <table><tbody><tr><td><p>The Government is working closely with a broad group of expert stakeholders to develop a new accessible IT Service. This will support and enable both represented and unrepresented claimants to progress Road Traffic Accident related personal injury claims under the new small claims track limit of £5,000. The Government’s key design principle in approaching the development of the new IT service is that that the claimant and access to justice must be at the heart of the process and the new service must be as simple and efficient as possible for unrepresented claimants to make, progress and settle their claims online without the need to go to court. In addition, unrepresented claimants will also have access to a bespoke alternative dispute resolution scheme, which will enable them to gain, at no cost to themselves, an independent view on the liability decision made by the defendant insurer. The service will also provide claimants with guidance, so that claimants can understand and navigate the IT Service without unnecessary delay.</p></td></tr></tbody></table><p>Claimants however, will not be precluded from having legal representation at any point of the process, but will be liable to pay for a lawyer.</p>

answer text <p>It remains our intention to undertake a full future assessment of the impact of our prison education reforms in due course. This will include the particular impact of the Prison Education Framework and prison education Dynamic Purchasing System.</p><p> </p><p>The Education and Employment Strategy, published in May 2018, set out ambitious plans to give prison governors power and control over the education arrangements in their establishments. The Prison Education Framework and prison education Dynamic Purchasing System are key elements of that reform, enabling a governor to determine what their curriculum is, how it is delivered and who delivers it.</p><p> </p><p>These arrangements will ensure a tailored and consistent approach to delivery as well as attracting and enabling smaller local suppliers and third sector organisation to participate in delivering a varied and responsive mix of provision to prisoners.</p> more like this

answer text <p>National Detached Duty is one of the sensible and proportionate measures we take to ensure we run safe and decent regimes in prisons and respond appropriately to any operational issues that arise. The deployment of staff between prisons on National Detached Duty is a regular and normal part of prison resourcing; the number of Prison Officers deployed on National Detached Duty varies from one week to the next in order to reflect operational circumstances.</p><p> </p><p>The attached table shows the number of staff deployed through National Detached Duty to the prisons rated as being of serious concern in the Annual Prison Performance Ratings 2017-18 for the last six months of 2017 and 2018. Figures are not included for HMP Peterborough as privately managed prisons are not supported with National Detached Duty. It should be noted that the figures represent the number of staff in place during the week commencing the date shown, it is not known how many days per week that staff would have been deployed. It is only possible to obtain data for days worked at disproportionate cost.</p>

answer text <p>Under the new model for education delivery for prisons in England, which went live on 1 April 2019, prison managers are responsible for decision-making about their curriculum, how it is organised and who delivers it. The information requested is held by each prison individually and could only therefore be provided at disproportionate cost</p><p> </p><p>The Dynamic Purchasing System (DPS) enables Governors to commission innovative, specialist or one-off education provision for their establishment. The DPS is an electronic system used to purchase commonly used goods and services. Unlike traditional frameworks which are closed to new entrants for their duration the DPS allows suppliers to apply to join or decide to leave at any time during its term.</p> more like this

In this instance the lead multiple claim would be listed for hearing. This table provides the maximum listing time for both single and lead multiple claim cases.</p></td></tr></tbody></table><p>Timeliness is impacted by the complexity of a case, each one would be dealt with on it’s own merits and as such, some cases can take longer to progress than others. Claims such as equal pay and discrimination are types of jurisdictions which require longer hearing time and additional case management.</p><p> </p><p>A claim may contain one or more jurisdictional complaint (grounds for the claim). Depending upon the complexity of the jurisdiction this may importantly influence the listing of such claims.</p><p>All data were taken from the Employment Tribunals Central database and as such is management information that is, provisional and subject to change.</p><p> </p><p>Although care is taken when processing and analysing the data, the details are subject to inaccuracies inherent in any large-scale recording system, and is the best data that is available at the time of publication.</p><p> </p><p>95% of multiple claims are stayed awaiting decision from a lead claim, as these are usually complex claims involving jurisdiction such as equal pay, holiday pay and pensions and it can take some time for these claims to be dealt with. This explains why the oldest claims in the table exceed ten years in length as they spend the majority of this period as a stayed claim.</p><p> </p><p>HM Courts &amp; Tribunals Service has been working with the tribunal’s judiciary to appoint additional judges to increase the capacity and performance of the tribunal. 58 (or 51.5 full time equivalent) salaried employment judges took up positions in England and Wales from April 2019.</p>

answer text <p>The Ministry of Justice is currently undertaking a Tailored Review of the Parole Board which was launched on 4th February 2019. The report of the review is due to be published in the Autumn.</p><p> </p><p>No other Tailored Reviews, which are reviews of Arms Length Bodies, are currently underway and there are no plans to conduct any other reviews as part of the current programme which concludes at the end of 2019/20.</p><p> </p><p>The Ministry of Justice does not hold a central record of reviews commissioned by the department.
