This is why there has been a year on year increase in the total amount of financial penalties collected over the last four years. The amount of money collected at the end of 2013/14 was £290 million. These figures include fines, compensation orders, victim surcharge orders and prosecution costs orders</p><p> </p><p>Financial impositions are only administratively cancelled after all attempts to collect the amount outstanding have been made, and in accordance with strict cancellation criteria. These impositions can be written back on to the system if more information is found – for instance, a new address for the offender.</p><p> </p><p>Legal cancellations can be applied after the case has been reconsidered by a Judge or Magistrate. Typically, legal cancellations are used where a case has been re-opened and the defendant has been found not guilty, following the presentation of additional information. answer	answer is ministerial correction date of answer 15/07/2015 answer text <p>Security is paramount within prisons and it is important that the risk of any potential key compromise is addressed as quickly as possible in order to protect the public. When a key/lock incident is reported an immediate investigation is undertaken to assess the risk and unless it is clear that security has not been compromised, then locking mechanisms and keys will be replaced and/or other necessary remedial action will be taken.</p><p> </p><p>Since May 2010 there have been eight incidents that have necessitated partial or full relocking due to loss of keys, which resulted in costs of £514,584*. Between 2005 and May 2010 there were 16 relocks, which resulted in costs of £1,504,275.</p><p> </p><p>* Note: not included in this figure is a relock at Birmingham in October 2011 that was funded by G4S, the private contractor that operates the prison. The cost was £499,000.</p><p> </p><p><em>The figures quoted have been drawn from live administrative databases and may subsequently be amended. answer	answer is ministerial correction date of answer 13/07/2015 answer text Since its inception, the Supreme Court has confirmed two declarations of incompatibility under section 4 of the Human Rights Act 1998, both of which had been made previously by the Court of Appeal.
