answer text <p>On 27 June we published our female offender strategy, which sets out the Government’s commitment to a new programme of work for female offenders. We want to see fewer women in custody, especially on short-term sentences, and a greater proportion of women managed in the community successfully.</p><p> </p><p>We recognise that short custodial sentences do not deliver the best results for all offenders, particularly female offenders, and that there is persuasive evidence that short custodial sentences of less than 12 months are less effective in reducing reoffending than community penalties.</p><p> </p><p>That is why, as part of the strategy, we have committed to working with local and national partners to develop a pilot for ‘residential women’s centres’ in at least five sites across England and Wales. The aim of the pilot will be to develop a robust evidence base about what could be effective, sustainable and scalable models for improving outcomes for female offenders and reducing the numbers and frequency of women entering and re-entering custody on short custodial sentences. We will take a consultative approach to identifying the most suitable sites, and designing and delivering the pilot models.</p><p> </p><p>We are also investing £5m over two years in community provision for women. As part of this, we have launched an initial £3.5m grant competition for 2018/19 and 2019/20 for community services and multi-agency, whole system approaches across England and Wales. The grant competition for 2018/19 will close on 29 August this year. We recognise that the availability and sustainability of women-specific provision, such as women’s centres, is essential for ensuring that we can deliver the vision we have outlined in the strategy.</p>

answer text <p>Public protection is our priority. Custody should be a last resort, to protect the public and to punish and rehabilitate offenders. Short-term sentences offer limited public protection, and can fail to offer time for meaningful rehabilitative activity.</p><p> </p><p>There is persuasive evidence that short custodial sentences of less than 12 months are less effective in reducing reoffending than community penalties and we will be looking at what more we can do to emphasise that short custodial sentences should be viewed as a last resort. We want to ensure that the public and judiciary have confidence in non-custodial sentences - such as effective community orders - which directly tackle the causes of reoffending, including alcohol or drug abuse.</p><p> </p><p>Providing the right interventions at the right time is vital to improving outcomes for people with mental health issues and there is ongoing work to divert offenders away from custody where appropriate. We continue to support NHS England’s roll out of Liaison and Diversion services, which are currently operating at over 80% of the country and full rollout is expected by 2020/21.</p><p> </p><p>We are also working with the Department of Health and Social Care, NHS England and Public Health England to develop a Community Sentence Treatment Requirement (CSTR) Protocol. This aims to increase the use of community sentences with mental health, drug and alcohol treatment requirements as an alternative to custody.</p><p> </p><p>For individuals who are sentenced to custody, it is crucial that we work to create healthy, supportive prison environments. We already know that prisoners are more likely to have poor physical and mental health than the general population and that being in prison can exacerbate these issues. That is why we have ensured that over 3,100 new staff are in post to enable us to implement the key worker role, allowing staff dedicated time to provide support to individual prisoners. We have also recently updated our suicide and self-harm prevention training and, since April 2017, it has reached over 15,500 new and existing staff. The ACCT process is also being revised to make the documents easier to use and to ensure the focus is on the support the prisoner needs. These initiatives and others mean that we will be able to better support individuals with mental health needs regardless of the length of their sentence.</p>

answer text <p>We have given providers the flexibility to innovate and do what works to tailor rehabilitative support to the particular needs of offenders. Through-the-gate (TTG) resettlement services delivered by Community Rehabilitation Companies (CRCs) mean that virtually all prisoners have access to targeted support to help them find accommodation and employment on release, and advice on finance, benefits and debt. For the West Midlands in particular, Staffordshire and West Midlands CRC have put in place joint case conferencing with partners to determine TTG services in the most complex cases. This ensures continuity of service for the individual leaving prison.</p><p> </p><p>Offenders who are assessed as posing a higher risk of serious harm receive support and supervision from the National Probation Service and may be required to reside in Approved Premises on release from custody.</p> more like this

answer text <p>The Legal Aid Agency (LAA) monitors capacity across criminal legal aid contracts on a regular basis and takes action to ensure ongoing availability of advice to the public by working closely with its existing providers to ensure adequate provision.</p><p> </p><p>The LAA was recently notified by West Midlands Police of its decision to close Solihull Custody Suite for a period of 6 months from Monday 16th July 2018. West Midlands Police have confirmed that most of those arrested and previously taken to Solihull will generally be taken either to Coventry or Perry Barr, depending on the location of the arrest.</p><p> </p><p>Following this announcement, the LAA has concluded a consultation with duty scheme members of the Solihull, Birmingham and Coventry Scheme Areas. As a result of that consultation the LAA has decided to implement the approach that the majority of respondents favoured, namely the merging of the Solihull and Coventry duty schemes.</p><p> </p><p>The LAA anticipates that these arrangements will ensure that current levels of advice provision remain in place for those that need it in Solihull and Coventry, but will continue to monitor to ensure adequate provision.</p>
