To ensure that these families are appropriately supported, whether the homicide takes place at home or abroad, we have provided up to £3.4m per annum in funding to deliver the Homicide Service.</p><p> </p><p>Families bereaved by violent crime can access the Criminal Injuries Compensation Scheme where the crime was committed in Great Britain, or the Victims of Overseas Terrorism Compensation Scheme where the crime was a terrorist attack committed overseas. Further, where the crime was committed in an EU member state, it may be possible for families to access any compensation scheme that the member state has under the EU Compensation Directive or the Council of Europe Convention on Compensation for Victims of Violent Crime.</p><p> </p><p>A review of the Criminal Injuries Compensation Scheme is underway, looking at its scope, and eligibility rules and requirements. 	answer	answer is ministerial correction date of answer 21/01/2020 answer text <p>General information about waiting times for appeals in the First-tier Tribunal (Social Security and Child Support) (SSCS) are published at:</p><p>www.gov.uk/government/collections/tribunals-statistics</p><p> </p><p>The average waiting time for Child Maintenance appeals between July and September 2019 (the latest period for which data are available) was (a) 46 weeks in Wales and (b) 40 weeks in England and Wales.</p><p> </p><p>Although care is taken when processing and analysing the data, the details are subject to inaccuracies inherent in any large-scale case management system and are the best data that are available. Data include appeals cleared with and without a Tribunal hearing.</p><p> </p><p>Waiting times are calculated from receipt of an appeal to its final disposal. An appeal is not necessarily disposed of at its first hearing. The final disposal decision on the appeal may be reached after an earlier hearing had been adjourned (which may be directed by the judge for a variety of reasons, such as to seek further evidence), or after an earlier hearing date had been postponed (again, for a variety of reasons, often at the request of the appellant). 	answer	answer is ministerial correction date of answer 03/10/2019 answer text <p>No referrals from Independent Reviewing Officers (IROs) to Cafcass on behalf of children in care have resulted in legal proceedings in the last 10 years.</p><p> </p><p>20 referrals were made to Cafcass by IROs during the period in question. Cafcass responds to every referral and appoints a Cafcass officer (often the previous guardian) to provide an independent assessment of the child’s circumstances. Cafcass seeks in-house legal advice for each referral which will recommend whether legal action should be commenced in order to protect the child’s interests.</p><p> </p><p>In all cases, Cafcass enters into negotiation with the local authority to try to resolve any dispute by negotiation or mediation to achieve the best outcome for the child and most referrals are resolved by agreement. 	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Grandparents who are experiencing difficulties in spending time with their grandchildren following parental separation can seek the permission of the family court to apply for a child arrangements order. Experience suggests that grandparents would not usually experience any difficulty where their application is motivated by genuine concern for the welfare of the child.</p><p> </p><p>The law does not provide any absolute right for a grandparent, or indeed a parent, to be involved in a child’s life because it is the child’s welfare which is paramount in all court decisions about who a child lives with or spends time with.
