	answer	answer is ministerial correction date of answer 09/09/2019 answer text <p>Local Youth Offending Teams (YOTs) are multi-agency partnerships (which include health services) and they determine which services are needed to address the needs of the children who offend in their area. As of June 2017, there were 127 full time equivalent posts for seconded mental health practitioners working in YOTs in England and Wales. This included 59.7 part time and 68 full time posts.</p><p> </p><p>Additionally, Clinical Commissioning Groups (CCGs) in England, are expected to work with NHS England and local partners across the NHS, public health, children and adult social care, youth justice and the education sectors, to jointly develop and take forward local plans to improve children and young people’s mental health and wellbeing, including children going through the youth justice system. In Wales, Local Health Boards (LHBs) are responsible for planning and delivering medical services, and aim to integrate specialist, secondary, community and primary care and health improvements. This includes the development of in-cell telephony to help prisoners maintain ties with their families; interactive story-time activities between prisoners and their children; and the introduction of electronic kiosks, which allow prisoners to have greater control of managing their day-to-day lives. The use of body-worn video cameras was introduced by private prisons. The figures are presented by calendar year rather than by quarter. This is because analysis at the level of detail requested produces many results of 5 or fewer. Disclosure-proofing to reduce the risk of identification, in accordance with the Data Protection Act 1998, requires such low numbers to be suppressed. Even at the annual level, some such values have had to be suppressed.</p><p> </p><p>The Government is taking unprecedented action to improve safety in prisons. We have recruited over 4,700 more prison officers since October 2016, and we now have the greatest number in post since early 2012. The Challenge, Support and Intervention Plan case management process for prisoners at risk of violence has been mandated for all prisons to help staff to manage violent prisoners and those identified as posing a raised risk of being violent.</p><p> </p><p>We are investing an extra £70 million to improve safety, security and decency, and equipping officers with PAVA incapacitant spray and body-worn cameras to help prevent serious harm to staff and prisoners when dealing with violent incidents. That report must then be followed up with a written report within 24 hours (or, at weekends, by the following Monday). In the case of a deceased prisoner, the prison must also report the death to the Prisons &amp; Probation Ombudsman in writing, within 24 hours. PAVA training is incorporated into Use of Force training, which is mandatory of all prison officers and as such it is not possible to isolate specific training costs.</p><p> </p><p>We are committed to the rollout of PAVA to support our hardworking prison officers to do their jobs. PAVA is just one part of our approach to improve prison safety. PAVA spray is explicitly for the protection of staff, the protection of those in our care or to facilitate the safe withdrawal of staff.
