Both NPS and Community Rehabilitation Company (CRC) staff use their professional judgement to determine the required frequency and most appropriate form of supervision.</p><p>Remote supervision should not be used as the only means by which an offender is supervised, which is why we have recently amended CRC contracts to ensure all offenders under supervision in the community are offered face-to-face contact with their Responsible Officer at least once a month. The cost increase in 2014/15 and 2015/16 was for transition and mobilisation costs of setting up the NPS and CRCs, as well as closing-down Probation Trusts, as part of the Transforming Rehabilitation reforms. The Ministry of Justice has produced an initial indicative assessment of the cost of bringing the case supervision component of services delivered by Community Rehabilitation Companies under the supervision of the National Probation Service. These costs include one off exit costs for current Community Rehabilitation Company contracts which are subject to change as the commercial framework and negotiations are not yet finalised with providers. A probation worker’s tasks are not based solely on the number of cases they are managing, but the level of supervision each case requires and an assessment of risk involved. 	answer	answer is ministerial correction date of answer 08/10/2019 answer text <p>In May, we announced plans to strengthen probation by ending Community Rehabilitation Company contracts early and streamlining responsibilities for public, private and voluntary sector partners.</p><p> </p><p>This means the National Probation Service taking on supervision of all offenders, the private sector continuing to drive innovation in interventions, and greater voluntary sector involvement in rehabilitation.</p><p> </p><p>In July we published a Draft Operating Blueprint setting out further detail on our plans. We are continuing to test and refine the design for the future model with partners and stakeholders as plans for the transition take shape. In Wales we are proceeding with plans to move the responsibility for supervision of all offenders into the NPS by the end of 2019.
