star this property answer text <p><del class="ministerial">The Ministry of Justice does not collect information centrally on Litigants in Person, or on who is cross examining witnesses in family court cases.</del></p><br /><p><ins class="ministerial">The Government takes the issue of domestic violence extremely seriously. A number of recent measures have been taken to strengthen and clarify the family court’s response to issues of domestic violence.</ins></p><br /><p><ins class="ministerial">Where criminal and <a href="http://www.cps.gov.uk/publications/prosecution/domestic/domv.html#a10" target="_blank">civil proceedings</a> are taking place at the same time, prosecutors will ensure that the court has the appropriate information to enable them to make other orders that prioritise the safety of victims, children and young people.</ins></p><br /><p><ins class="ministerial">Guidance to the family court makes clear that if domestic violence is alleged, the court must take this is into account when making decisions about contact with a child and the welfare of the child is of paramount importance.</ins></p><p><br /><ins class="ministerial"> Her Majesty’s Courts &amp; Tribunal Services (HMCTS) are constantly looking for ways to improve the service that they offer to victims and witnesses. This includes making the appropriate links between family court proceedings and the criminal justice system.</ins></p><br />

star this property answer text <p><del class="ministerial">Following their introduction in July 2015, there have been 222 applications and 205 orders made for Female Genital Mutilation Protection Orders, up to 31 December 2017.</del></p><p> </p><p><del class="ministerial">In this period no breaches of an FGM Protection order have been dealt with in the criminal courts. In the Family Courts, proceedings for breach would be dealt with as a contempt of court matter and are not recorded separately. The information could therefore only be obtained at disproportionate cost.</del></p><p> </p><p><del class="ministerial">Statistics on FGM Protection Orders are publicly available as part of the Family Courts Statistics Quarterly series at https://www.gov.uk/government/collections/family-court-statistics-quarterly. The next publication of Family Court Statistics Quarterly is due on 28 June 2018. This will provide data up to the end of March 2018.</del></p><p><ins class="ministerial">As part of the Prison Safety and Reform White Paper published in November 2016, the Government committed to an increase of 2,500 Prison Officers by the end of 2018.</ins></p><p><ins class="ministerial">Between the end of October 2016 (the closest data point in time to when the commitment was made) and the end of March 2018, the number of Band 3 to 5 prison officers (headcount) increased from 18,713 to 21,824; a net increase of 3,111.</ins></p><p><ins class="ministerial">It is anticipated that 90 per cent of the new recruits will be on the landings by the summer and all of them will be operational by the end of the year.</ins></p><p><ins class="ministerial">The first cohort of 52 graduates from the Unlocked scheme, which encourages the brightest graduates to consider a career in HMPPS, entered the HMPPS workforce in August last year – 15% higher than had been anticipated. Due to the popularity of the programme, up to 115 candidates will be recruited for the 2018 cohort. They are due to join the service in July 2018.”</ins></p><p><ins class="ministerial">Under the Prison Safety and Reform agenda, Governors have been given greater responsibility for workforce planning and determining their local organisational structure. This includes the number of officers they employ and Governors can implement changes to shift arrangements and resource deployment providing they remain within the agreed funding envelope.</ins></p><p><ins class="ministerial">This empowerment of the Governor’s position is intended to enable them to make best use of resources to support prison safety and develop strategies to reduce reoffending. HMPPS does not set workforce planning arrangements for Scotland and Northern Ireland, as this is a matter for devolved Governments.</ins></p><p><ins class="ministerial">The recruitment drive continues across the prison estate, with the same urgency that has secured this remarkable influx of new staff.</ins></p>

star this property answer text <p>The number of violent criminals in our prisons has increased by 40% in the past 10 years. A specialised system of restraint known as control and restraint (C&amp;R) has been developed over many years to ensure that prisoners can be controlled with minimum risk of injury to staff or prisoners. C&amp;R is a system of techniques used by a team of three officers as a last resort to bring a violent or refractory prisoner under control. Wherever possible staff should avoid the use of force and de-escalate the situation by persuasion or negotiation; if the techniques are applied then they are used for as short a time as possible. Healthcare staff examine all prisoners on whom force has been used.</p><p> </p><p>Violence in prisons is not tolerated; and assaults on our hardworking staff are unacceptable. That is why we have introduced a new protocol establishing that when there are serious assaults on prison staff, the perpetrators must be prosecuted unless there is a good reason why not. This will ensure that prisoners who attack staff are prosecuted and fully brought to justice. It will mean that more of the prisoners who assault staff will spend longer behind bars.</p><p> </p><p>All prisons submit a central monthly return providing the number of times force has been used in the prison with details of any injuries sustained. Central data identifies the number of individuals injured rather than the number of incidents where an injury occurred . Use of force incidents may involve multiple prisoners, for example, force used to separate a fight. To identify the number of incidents would require manual interrogation of use of force documentation held at establishments and could only be achieved at disproportionate cost.</p><p> </p><p>Central data only records whether an injury resulted in hospitalisation or not. To identify if the injuries sustained were minor or serious would also require manual interrogation of use of force documentation held at establishments and could only be achieved at disproportionate star this property answer text <p>The number of violent criminals in our prisons has increased by 40% in the past 10 years. A specialised system of restraint known as control and restraint (C&amp;R) has been developed over many years to ensure that prisoners can be controlled with minimum risk of injury to staff or prisoners. C&amp;R is a system of techniques used by a team of three officers as a last resort to bring a violent or refractory prisoner under control. Wherever possible staff should avoid the use of force and de-escalate the situation by persuasion or negotiation; if the techniques are applied then they are used for as short a time as possible. Healthcare staff examine all prisoners on whom force has been used.</p><p> </p><p>Violence in prisons is not tolerated; and assaults on our hardworking staff are unacceptable. That is why we have introduced a new protocol establishing that when there are serious assaults on prison staff, the perpetrators must be prosecuted unless there is a good reason why not. This will ensure that prisoners who attack staff are prosecuted and fully brought to justice. It will mean that more of the prisoners who assault staff will spend longer behind bars.</p><p> </p><p>All prisons submit a central monthly return providing the number of times force has been used in the prison with details of any injuries sustained. Central data identifies the number of individuals injured rather than the number of incidents where an injury occurred . Use of force incidents may involve multiple prisoners, for example, force used to separate a fight. To identify the number of incidents would require manual interrogation of use of force documentation held at establishments and could only be achieved at disproportionate cost.</p><p> </p><p>Central data only records whether an injury resulted in hospitalisation or not. To identify if the injuries sustained were minor or serious would also require manual interrogation of use of force documentation held at establishments and could only be achieved at disproportionate star this property answer text <p>At 31 March 201<ins class="ministerial">8</ins><del class="ministerial">7</del>, there were 2,271 sentenced females in the prison population for non-violent crimes (everything but violence against the person) and an additional 445 on remand. This information is publicly available at: <a href="https://www.gov.uk/government/statistics/offender-management-statistics-quarterly-october-to-december-2017" target="_blank">https://www.gov.uk/government/statistics/offender-management-statistics-quarterly-october-to-december-2017</a>.</p><p> </p><p>Her Majesty’s Prisons and Probation Service (HMPPS), does not calculate separately the average cost of prisoners by any type of offence. However, HMPPS routinely publishes average costs per prisoner, costs per prison place and overall prison unit costs for each private and public sector prison in England and Wales, including all categories of the women’s estate. This information is produced on an annual basis and is published after the end of each financial year.</p><p> </p><p>The most recent published figures, for financial year 2016-17, can be accessed on the www.gov.uk website from the following link: <a href="https://www.gov.uk/government/statistics/prison-performance-statistics-2016-to-2017" target="_blank">https://www.gov.uk/government/statistics/prison-performance-statistics-2016-to-2017</a>. Prison unit costs can be found within the Excel document <em>Costs per prison place and cost per prisoner by individual prison establishment</em> in the ‘Cost by Establishment’ tab.</p><p> </p><p>The courts have a range of sentences at their disposal including community sentences, suspended sentences, fines and custodial sentences. Custodial sentences are reserved for the most serious offences. Women diverted from custody and into community sentences, also have an associated cost to the taxpayer.</p>

star this property answer text <p>We want our prisons to be places of safety and reform, and so it is right that offenders who break prison rules are properly punished. Where this amounts to a criminal offence, prisoners should expect to be investigated by the police and face more serious sanctions.</p><p>We are committed to improving safety across the prison estate and are already taking action. This includes tackling the use of drugs, mobile phones and drones, while recruiting new staff and improving protection for staff.</p><p>Information on the number of additional days awarded to prisoners as a result of adjudications for assaults against staff and prisoners in each of the last five years can be found in the attached table.</p> more like this

star this property answer text <p>Numbers of units of e-cigarettes, vaping products and tobacco items sold in prisons in England and Wales in each month for the last year are as set out in the attached annex.</p><p>Prisons are rolling out the smoke free policy, subject to a series of assessments which will test the operational stability, readiness and health readiness of the prisons to implement the policy in a safe, decent and secure way. HMPPS’ health partners in England and Wales are fully involved in supporting prisoners with appropriate smoking cessation services in place.</p><p>The open estate across England and Wales has been smoke free indoors since October 2015.</p> more like this

As per the answer to PQ 184996, please note that offenders may appear both within the caseload figures of court orders (including community orders and suspended sentence orders), and post-release supervision.</p><p> </p><p>The National Probation Service and Community Rehabilitation Companies work closely with other agencies to support offenders in the community. When an offender being supervised by Probation dies, the Probation provider must examine the circumstances of the death and identify areas to improve practice. While we work extremely closely with each offender before and after release to help them find the support they need, we do not have sole responsibility for caring for these offenders. We are clear, however, that they should receive the same level of care as other members of the public.</p> more like this

star this property answer text <p>Prison officers do a challenging and vital job to help protect the public and we are committed to making sure we have enough staff to deliver safe regimes in our prisons.</p><p> </p><p>Detached duty is one of the sensible and proportionate measures we take to cover resourcing pressures and ensure we run safe and decent regimes in prisons as well as being able to respond appropriately to any operational issues that arise.</p><p> </p><p>In 2016 the former Secretary of State announced HMPPS would be recruiting an additional 2,500 prison officers by December 2018. Good progress is being made to hit this target, with 1,970 additional officers recruited by 31<sup>st</sup> December 2017. These new staff will reduce the need for Detached Duty.</p><p> </p><p>When there is a need to accommodate staff in hotels, we work hard to ensure the best possible value for money for the taxpayer and have controls in place to help keep costs to a minimum.</p><p> </p><p>Where possible, bookings are for specifically timed trains and always in standard class to help keep costs to a minimum.</p><p> </p><p>We are able to provide data on hotels and rail bookings made through Redfern Travel Ltd <strong>only</strong>.</p><p> </p><p>Please see table attached for data from 2013 – 2017.</p>
