unstar this property answer text <p>Health services in public prisons in England, including mental health treatment, are commissioned and reviewed by NHS England. In Wales, health is devolved to the Welsh Government. However, as signatories to the National Partnership Agreement for Prison Healthcare 2018-2021, the Department works closely with health partners to support the delivery of healthcare by ensuring prisoners are able to access these services.</p><p> </p><p>That is why we are investing in our workforce. We have met our target to recruit an additional 2,500 prison officers several months ahead of schedule, helping to ensure that prisoners can be supported to attend scheduled healthcare appointments and receive weekly, one-to-one support from a named prison officer. These officers will coach, signpost and encourage individuals in order that they feel settled and safe and part of this may include signposting individuals to mental health treatment in prison.</p><p> </p><p>Beyond staff support, HMPPS invests in various support services for prisoners which can help promote mental health treatment. For example, HMPPS recently refreshed its partnership with the Samaritans to continue funding the Listeners scheme, which trains selected prisoners to provide emotional support to peers.</p><p> </p><p>The Department recognises the impact that the prison environment can have on prisoner health and wellbeing, particularly for prisoners with a mental health diagnosis. This is why we are focussing on getting the basics right through our prison estate transformation programme, delivering decent prisons that improve opportunities for rehabilitation and create safe and secure environments for staff and offenders.</p>

unstar this property answer text <p>As at 30 June 2018 there are 465 National Probation Service Probation Officers located at specific prisons, 94 at young offenders institutions. This includes both Probation Officers and Senior Probation Officers.</p><p> </p><p>Community Rehabilitation Companies (CRCs) also have staff located in prisons but, as CRC contracts do not specify that CRCs must maintain staffing numbers at a prescribed level, we do not hold the information that you have requested in relation to CRC staff. The contracts do require each CRC to maintain a sufficient level of staff, and ensure that its workforce is competent and adequately trained. We are currently undergoing commercial discussions with providers regarding a new Through the Gate delivery specification, which includes resettlement services being delivered in prisons and by whom. We closely monitor and robustly manage providers to make sure they fulfil their contractual commitments to reduce reoffending, protect the public and provide value for money to the taxpayer.</p><p>There are no Probation Officers at Secure Training Centres or Secure Treatment Centres and other penal establishments. This is because all offenders given custodial sentences below the age of 18 are supported by Youth Offending Teams rather than the Probation Service.</p><p> </p><p>As with all HR databases, extracts are taken at a fixed point in time, to ensure consistency of reporting. However, the database itself is dynamic and where updates to the database are made late, subsequent to the taking of the extract, these updates will not be reflected in figures produced by the extract. For this reason, HR data are unlikely to be precisely accurate. It should also be noted that as we do not hold the data in the format requested the figures given for NPS staff does not include those working at Privately Managed Prisons.</p><p> </p><p>With the Offender Management in Custody model also being implemented across the estate, prisons will be better able to run fuller regimes with more opportunities for purposeful activity. This will have a positive effect on reducing the levels of violence in prisons, which still remain too high and impairs prisoner rehabilitation.</p>

unstar this property answer text <p>Firstly, I would like to express my sincere condolences to the family of Janet Scott. Simon Mellors had been charged with her murder; at the time, he was being supervised on life licence in the community. He was remanded into custody but later found dead in his cell.</p><p>As is mandatory whenever an offender under statutory probation supervision commits a serious further offence (SFO), the National Probation Service (NPS) has undertaken a vigorous review of its supervision of Simon Mellors. The NPS will share the findings of the review with the family of Janet Scott, so that the family can see the action which the NPS will take to address any improvements needed. SFO reviews are internal and not published.</p><p>The Domestic Violence, Crime and Victims Act (2004), requires a Domestic Homicide Review (DHR) where a death appears to have resulted from violence within the context of an intimate personal relationship. Community Safety Partnerships appoint an independent Chair and publish DHR Reports, albeit in an anonymised format, unless there are compelling welfare reasons not to do so. It is the duty of the NPS or CRC to participate in the production of the DHR and the findings of the SFO review in this case will be reflected in the contribution which the NPS makes to the DHR.</p>

unstar this property answer text <p>The small claims track is designed to be uncomplicated and accessible for people to use without the need for a lawyer. Parties making a claim are expected to fund their own court fees. These fees are linked to the value of the claim, are significantly lower than those currently charged in the fast track. Support is available to people who cannot afford court fees under the ‘Help with Fees scheme’ (<a href="https://www.gov.uk/get-help-with-court-fees" target="_blank">https://www.gov.uk/get-help-with-court-fees</a>) and depending on the circumstances, fees can be remitted in full or in part.</p><p>Following the proposed increase in the small claims track limit, a claimant will be able to recover the cost of obtaining a medical report where the defendant either admits liability or is found to be liable.</p><p>Police reports are usually only required where accident details have not been exchanged or in more serious road traffic accidents where there has been a police investigation. Charges in relation to police reports vary and are governed by individual Police Forces, although many do also operate remission schemes for these charges.</p>

unstar this property answer text <p>During 2016 and 2017 we conducted an internal review of the probation system. As a result of this work, Sam Gyimah made a written statement to parliament in July confirming our commitment to improving the delivery of probation services and outlining changes made to Community Rehabilitation Company (CRC) contracts.</p><p> </p><p>In November 2017 the Ministry of Justice submitted written evidence to the Justice Committee’s inquiry into Transforming Rehabilitation. In December 2017 the National Audit Office published a report into the changes to CRC contracts in 2017. The Public Accounts Committee heard evidence relating to the conclusions of this review on 17 January 2018.</p><p> </p><p>We continue to keep the performance of the probation system under review and are discussing with providers further improvements we might make to the delivery of services.</p><p> </p> more like this
