star this property answer text <p>The safety and welfare of young people held in custody is our highest priority. Restraint should only be used as a last resort, where there is a risk of harm to self or others, and no other form of intervention is possible or appropriate.</p><p> </p><p>Minimising and Managing Physical Restraint (MMPR) has been specifically developed for use by staff working with children and young people in custody. It has been designed so that physical restraint is avoided as far as possible by recognising young people’s behaviour, and by using a range of de-escalation, diversion and behaviour management techniques to help them deal with it effectively and appropriately.</p><p> </p><p>MMPR has been implemented, on a roll-out basis since September 2012, in all Secure Training Centres (STCs) and Young Offender Institutions (YOIs). There are no plans to roll this out to Secure Children’s Homes (SCHs), who each have their own restraint procedures.</p><p> </p><p>The three tables below provide data, by establishment type, relating to any injury sustained as a result of a Restrictive Physical Intervention (RPI) for each establishment. RPI is defined as “Any occasion when force is used with the intention of overpowering or to overpower a young person”. They typically cater for younger offenders with multiple or complex needs, and therefore have smaller units and higher staff ratios than some other youth establishments.</p><p>The estimated average annual cost per place over the 5 year contract period at Rainsbrook STC is £136k and at Medway STC it is £138k. These figures are based on the bid price, uplifted in line with forecasted inflation.</p> more like this

This provides meaningful work for prisoners and helps keep costs down.</p><p> </p><p>From April 2014 to March 2015, £630,750 was spent on clothing from outside suppliers to top up production from prison workshops.</p><p> </p><p>Individual prisons can choose to recover the costs of clothing for prisoners at the discretion of the governor.
