unstar this property answer text <p>The Government publishes statistics on deaths in custody quarterly, and updated detailed tables annually. These figures cover only England and Wales. They can be viewed at:</p><p><a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632625/safety-in-custody-quarterly-bulletin-mar-2017.pdf" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/632625/safety-in-custody-quarterly-bulletin-mar-2017.pdf</a></p><p> </p><p>In the twelve months to June 2017, there were 97 apparent self-inflicted deaths in custody.</p><p> </p><p>Improving safety is a priority for this Government. We are investing £100m a year to strengthen the frontline by recruiting around 2,500 more prison officers by the end of 2018. We are rolling out improved training across the estate for staff on suicide and self-harm reduction and have put in place specialist roles - regional safer custody leads - in every region to provide advice to prisons and to spread good practice on identifying and supporting prisoners at risk. We are providing grant funding to the Samaritans to support the prisoner Listener scheme and are providing an additional funding in 2017-18 to fund a number of other projects, including a learning tool for staff and emotional resilience training for prisoners.</p>

unstar this property answer text <p>On 9 July the Government announced the action it is taking to tackle the apparent increase in claims for gastric illness by holidaymakers.</p><p> </p><p>It is for individual regulators including the Solicitors Regulation Authority and the Claims Management Regulation Unit to take disciplinary action where rules of conduct have been broken. Regulators can and do refer cases to the police for investigation where they believe that a criminal offence may have been committed.</p> more like this

The Departmental Board receive a routine update on the Ministry's financial position at every meeting. unstar this property answer text <p /> <p /> <p>Carefully managing prisoners into the community on temporary licence toward the end of their sentence is a key part of efforts to rehabilitate them back into society. Release on Temporary Licence (ROTL) plays an important role in public protection by ensuring that offenders are tested in the community under strict conditions before being released. It also provides a valuable means of helping prisoners prepare for their resettlement in the community by, for example, finding work or rebuilding links with their families, which helps to reduce reoffending.</p><p> </p><p>But this should never be at the expense of public safety which remains our absolute priority.</p><p> </p><p>In March this year, the Government announced plans to improve temporary release policy and practice following reviews prompted by three very serious incidents last year. A key part of these plans is to have a new scheme of restricted ROTL for serious offenders. In those cases, there will be more stringent risk assessment procedures, with greater involvement of psychology and probation professionals and more restrictive licence conditions. In addition, and as soon as suitable equipment is available, we will be able to tag offenders on temporary release.</p><p> </p><p>In the vast majority of cases ROTL is used effectively and successfully. Prisoners fail to comply with licence conditions in less than one tenth of one per cent of cases.</p><p> </p>

unstar this property answer text <p> </p><p> </p><p>Under our Transforming Rehabilitation reforms the market will be opened up to a diverse range of new rehabilitation providers, so that we get the best out of the public, voluntary and private sectors, at the local as well as national level. Evidence from implementing our pilots and from the experience of other departments in using Payment by Results has informed the strategy, as has engagement with co-commissioning partners at a national, Police and Crime Commissioner and Local Authority level.</p><p> </p><p>We will continue to assess impacts through a robust contract management system, only paying providers in full for real reductions in reoffending. We are on course to award and mobilise the new contracts for delivering rehabilitation services by 2015.</p><p> </p><p>The Ministry of Justice does not hold data centrally on how may many repeat offenders are not receiving rehabilitation services prior to release from prison. However, as a result of our reforms, for the first time in recent history, statutory supervision and rehabilitation will be provided on release from custody to all 50,000 of those sentenced to less than twelve months in prison.</p>

unstar this property answer text <p> </p><p> </p><p>The Department routinely publishes average costs per prisoner and prison place based on actual net resource expenditure for each private and public sector prison and in summary form for the whole of the prison estate in England and Wales on an annual basis after the end of each financial year.</p><p> </p><p>The National Offender Management Service does not hold or collate costs relating to children who are in care. Between 2009/10 and 2012/13 prison unit costs (based on overall prison costs) have reduced in real terms by 16% per place and 13% per prisoner. The Department is committed to delivering prison capacity changes designed to modernise the prison estate and further reduce prison costs.</p>
